Naktuka ( German  severed head ) is a village in the East Timorese Suco Beneufe ( Administrative Office Nitibe , Oe-Cusse Ambeno Special Administrative Region ). The 1069 hectare area west of Noel Besis , around Naktuka, is also called the Citrana Triangle .

geography

Naktuka is the westernmost place in East Timor. The village is located on the west side of the Noel Besis, near its confluence with the Sawu Sea and the border with the Indonesian part of West Timor. Citrana is located further east .

The Citrana Triangle was claimed by the Indonesian village of Oepoli ( Kupang District ) until 2019 , although 21 East Timorese families live here. The demarcation was also problematic because the Noel Besi constantly changes its course in the rainy season. In principle, Indonesia based the border course along the deepest point of the river, while East Timor was based on the demarcation of the local, traditional Kingdom of Ambeno .

On July 23, 2019, after a meeting between East Timor's chief negotiator Xanana Gusmão and Wiranto , the Indonesian coordination minister for politics, law and security, it was announced that an agreement had now been reached on the course of the national border.

On the 1899 map, according to which Portugal and the Netherlands agreed to draw the border, Naktuka was part of Portugal. This is what East Timor’s claim to the area is based on.

In September 2009, a group of Indonesian soldiers drove to Naktuka, East Timor, and began taking photos of newly constructed buildings; they were immediately pushed back across the border by the inhabitants. On May 26, 2010, 28 armed soldiers from the Indonesian armed forces broke into Beneufe and raised their flags in Naktuka , one kilometer from the border. On May 29, 2010, they destroyed the two houses of two social institutions in Suco. On June 24, an armed unit of the Indonesian army again entered the Naktuka area one kilometer, but withdrew when they encountered a unit of the East Timorese border police. Residents see a connection with the unclear demarcation between the countries. This was the worst incident between the two countries since East Timor's independence in 2002. On March 4, 2011, Indonesian soldiers violated the border again and drove residents from the disputed strip of land. On October 28, 2011, Indonesian soldiers shot at East Timorese who had illegally crossed the border in a car. At the end of 2012, the Lian Nain Fisen Falo was found murdered in Naktuka. According to press reports, he was kidnapped by strangers while working in the fields and tortured to death. Some houses are also said to have been burned down by strangers. Indonesian soldiers were rumored to be suspected. The Secretary of State for Security Francisco da Costa Guterres dispatched an investigation team. The border was closed in the area for the time being.
