Narcisa Escaler

Narcisa "Ching" de Leon Escaler (born July 30, 1944 in Manila ) is a Filipino diplomat and entrepreneur who was, among other things, Permanent Representative to the United Nations in Geneva from 1989 to 1992 and Permanent Representative to the United Nations in Geneva from 1992 to 1994 New York City . She then was Deputy Director General of the International Organization for Migration (IOM) between 1994 and 1999 .

Life

Narcisa "Ching" de Leon Escaler, a relative of the film producer Narcisa de León known as "Doña Sisang" , attended Trinity College in Washington, DC between 1962 and 1964. She later completed an undergraduate degree from 1973 to 1975 at Maryknoll College in Quezon City , which she finished with a Bachelor of Arts (BA) Magna cum laude. She completed postgraduate studies in management with a Master of Business Administration (MBA). She was Executive Director of the Manila-based Ala-Ala Foundation (Jose Antonio Delgado Memorial Foundation) from 1977 to 1980 and President and Chief Executive Officer (CEO) of the Business Resource Center from 1980 to 1984 . From 1984 to 1986 she was head of press and public relations at the Benguet Corporation .

In 1985, Narcisa Escaler became a member of Corazon Aquino's election campaign team and, after her election as president and the overthrow of Ferdinand Marcos in the course of the EDSA revolution in February 1986, took over the post of Secretary for Appointments and Social Affairs in the office of President in the Malacañang Palace , the she held until 1987. In 1987 she completed a course at the Asian Institute of Management (AIM) in Makati and received a prize for outstanding performance (Award for Superior Performance) . She then served between 1988 and 1989 as President and CEO of the Jaime V Ongpin Foundation, Incorporated, named after former Treasury Secretary Jaime Ongpin , who died on December 7, 1987 .

In 1989 Ching Escaler became Permanent Representative to the United Nations and other international organizations in Geneva and remained in this post until 1992. In this position, she took on the minister for Labor and Employment Ruben Torres , the Senators Edgardo Angara , Ernesto Herrera , Alberto Romulo , Nina Rasul and Congressmen Edcel Lagman and Alberto Veloso took part in the 77th Conference of the International Labor Organization (ILO) in 1990. In 1991, Trinity College in Washington, DC awarded her an honorary doctorate in law. In 1992, she replaced Sedfrey Ordonez as Permanent Representative to the United Nations in New York City and held this position until 1994, when Felipe Mabilangan took over from her. She then was Deputy Director General of the International Organization for Migration (IOM) between 1994 and 1999 . She also engaged her as Vice President of Community and Family Services International (CFSI) , the Asian Cultural Council , the Pacific Economic Cooperation Council (PECC) and the Henri Dunant Center for Humanitarian Dialogue named after Henri Dunant .
