The National Counterterrorism Center (official abbreviation NCTC , German Nationale Antiterror-Zentrale ) is an American agency for the intelligence analysis and fight against terrorism directed against US interests . It reports to the Director of National Intelligence and exercises an advisory function towards him, which it realizes as an information collection point for various federal authorities. The current director is Russell Travers , who serves on an acting basis. On December 19, Joseph Maguire was confirmed by the US Senate as the new director of the NCTC, but the appointment by the president is still pending. It is comparable to the Joint Terrorism Defense Center (GTAZ) in Germany .
Supporting organizations
The NCTC integrates information from various ministries and other federal agencies such as the Central Intelligence Agency , the Department of Justice , the Federal Bureau of Investigation , the State Department , the Defense Department , Homeland Security , the Department of Energy , the Department of the Treasury , the Department of Agriculture , the Department of Transportation , the Department of Health and Human Services , the Nuclear Regulatory Commission, and the United States Capitol Police .
history
The NCTC is the direct successor authority of the former Terrorist Threat Integration Center (TTIC), which was founded on May 1, 2003. It was presented at the State of the Union Address in 2003 by US President George W. Bush . The organization should integrate and coordinate the intelligence activities of various federal agencies ( Department of Homeland Security , FBI Counterterrorism Division , Counterterrorist Center of the Director of Central Intelligence and the Department of Defense ). Reports were made to the Director of Central Intelligence who, after consulting with the Director of the FBI, the Attorney General , the Secretary of Defense and the Secretary of Homeland Security, also appointed the Chairman of the TTIC.
The NCTC was finally founded by Executive Order 13354 (August 27, 2004). The Intelligence Reform and Terrorism Prevention Act (December 17, 2004, effective June 15, 2005) established it by federal law and placed it under the Director of National Intelligence. The previous TTIC was incorporated into the NCTC.
