The former police officer Heinz Novak lives with a cat on a houseboat. Several years ago, the highly decorated investigators was when used as undercover agent unmasked and weeks imprisoned under torture. He accused his colleagues and his superior, Attorney General Dr. Erhardt, having betrayed him, began to drink and had to quit the job, traumatized. His girlfriend Karin, who was pregnant at the time, has lived with his ex-partner Hofmann ever since.

The latter persuades Novak to return to his job as an undercover agent, since neo-Nazis committed the murder of Dr. Erhardt plan. His chauffeur Petersen was killed in an attack, while Erhardt and his daughter survived seriously injured. Erhardt is in possession of a Stasi archive that could expose high-ranking neo-Nazis. However, they have received knowledge of this and want to destroy the archive before it can be fully evaluated. Erhardt plans to head a committee of inquiry in a few days to examine the connections between the Hildebrandt publishing group and ultra-right groups. However, the prosecutor fears another attack and puts Novak on Hildebrandt.

At the airport, Novak, Hofmann and his young assistant Claudia Roloff intercept the appointed professional killer Kunze, Novak pretends to be him and is taken by Stefan Schwarze to the country residence of Dr. Hildebrand, where he made the acquaintance of his daughter Charlotte and his henchman Ziegler. He is instructed on the day the committee of inquiry meets to call Dr. To shoot Erhardt in front of the justice building and then to disappear again. During his stay, Novak and Charlotte get closer and he realizes that she has no idea about her father's activities.

State Secretary Schuster summons Hofmann and reveals his plans, which he is pursuing together with Hildebrandt. The two want to make it look as if Novak wants to shoot Erhardt to get revenge on the betrayal a few years ago. Should Hofmann warn Novak, they would do something to his wife Karin and her daughter. In addition, they have already killed Claudia Roloff and Stefan Schwarze, who became friends with Novak, and destroyed all evidence.

On the day the attack is to take place, Charlotte finds Stefan's body in the basement of her father's house and understands the connections. As Novak is pointing his gun at Erhardt, who is wearing a bulletproof vest for safety, Charlotte appears at the justice building and warns Novak about the trap. In the panic that followed, Ziegler, who had positioned himself as a sniper on the roof of a nearby house, first shot Hofmann and then Charlotte, who died in her father's arms. Ziegler is then also fatally hit by Novak.
