Inspired by the television series about the lawyer Petrocelli , Doğan decided to study law. In addition to his studies, Doğan worked as an accounting clerk from 1975 to 1981.

Professional background

In 1980 he completed his law degree. He did his internship with İsmail Mungan, the father of the author and poet Murathan Mungan . Then he went to Cizre and practiced his profession as a lawyer. After the military coup in 1980 , Doğan appeared as a lawyer in many lawsuits. A number of attacks were carried out on him as early as the 1980s. In addition to his work as a lawyer, Doğan was a co-founder and longstanding member of the Turkish Human Rights Association ( İnsan Hakları Derneği , İHD).

Political career

In 1990 he joined the Halkın Emek Partisi (HEP). Due to the legal requirement that the founding date of a party more than 6 months has to be to participate in an election, the HEP closed for the parliamentary elections in 1991 the Social Democratic Populist Party of Erdal Inonu to. Doğan ran in Şırnak and was elected to parliament on October 20, 1991 with a clear margin.

After the uproar over Leyla Zana , who swore her oath in Turkish and Kurdish , the Kurdish-born MPs of the HEP were charged as members and sympathizers of the PKK . Doğan, as well as Leyla Zana, Hatip Dicle and Selim Sadak , were stripped of their immunity, so that they were arrested on March 2, 1994 in front of the parliament building. The HEP as a party was also banned, so that a new party - the Demokrasi Partisi (DEP) had been founded. All four MPs were sentenced to 15 years imprisonment for membership in, and support for, a separatist organization. After ten years of imprisonment, Doğan was released with the others in 2004 because the European Court of Human Rights did not consider the process to be based on the rule of law.

Doğan soon became politically active again and joined the Democracy Toplum Partisi (DTP). Doğan took the view that the DTP should be a mass party that should also include the Turks. At the last congress of the DTP in May 2007 he was accepted into the Central Committee and wanted to run for the elections. Because of his previous convictions, his candidacy was rejected by the election committee. Nevertheless, Doğan wanted to stand for election.

death

On June 24, 2007, Doğan suffered a heart attack while giving a speech at the conclusion of the sixth Ehmedê Xanî Festival in Doğubeyazıt . In his speech he said: “The soldier who loses his life and the one in the mountains are our brothers. The bloodshed should be stopped. We are ready to bow to the one who stops the bloodshed. On July 22nd we will create a new Turkey. That is our duty of honor. I apologize for not bringing you peace until today. "

Doğan was taken to the University Hospital in Van for treatment, where he was in a coma for a few days. Doğan died on the morning of June 29, 2007 of heart and multiple organ failure in Van.

During his funeral, incidents occurred between the police and the crowd trying to pick up Doğan's body. The body was transported in an ambulance from Diyarbakır city . A crowd of about 1000 people accompanied the car. Those in attendance included Leyla Zana, Selim Sadak, Hatip Dicle and Osman Baydemir . When the crowd shouted pro-PKK slogans and slogans, the police asked them to disband. The police used tear gas and dispersed the crowd. The body was brought to Cizre in a convoy of several hundred cars. Many people gathered along the way. The gendarmerie had set up security checks for their part.

The dealers in Cizre kept their shops closed in mourning. To pay his final respects, a visitor tent was set up in Cizre. The DTP and its mayor in Cizre announced three days of mourning.
