This organization, which was able to obtain non-cancelable loans for East Prussian farmers at moderate interest rates, was founded in 1788 by King Friedrich Wilhelm II of Prussia with a capital of 200,000 thalers . In 1806 the landscape director bought the Wallenrodt property at Landhofmeisterstraße 17. The building was laid out on two floors and initially served as a state house. In 1807 landowners and people from Cologne were also entitled to credit.

At the invitation of Count Dohna , the estates met there on February 5, 1813 . Due to Yorck's appeal , it was decided to set up the East Prussian Landwehr and the East Prussian National Cavalry Regiment at their own responsibility and expense . Otto Brausewetter , descendant of one of the participants, recorded this event in a painting that was destroyed in the Second World War. On February 7, 1813, the Landwehr order drawn up by Clausewitz , Dohna and Yorck was passed unanimously by the state parliament.

In 1901/1903, instead of the older building, a neo-baroque building was built according to a design by the building council in Leidich. The baroque facade , divided into a central and two side elevations, is reminiscent of the “ southeast corner building of the Royal Palace created by Joachim Ludwig Schultheiss von Unfriedt .” The building was badly damaged in the Second World War; however, the facade has been preserved and can still be viewed today. During the reconstruction in 1951, the decorative gables of the side elevations were omitted. Today it is a listed building .
