Pacifico Albano Castro (born June 30, 1932 in Bacarra , Ilocos Norte ; † March 11, 2001 in Makati ) was a Filipino diplomat who served as Acting Minister of Foreign Affairs in the last government of the President between 1985 and 1986 Ferdinand Marcos was.

Life

After attending school, Castro began an undergraduate degree at the University of Santo Tomas , which he completed with an Associate of Arts (AA). He completed a subsequent postgraduate study of law at the University of Santo Tomas in 1955 with a Bachelor of Laws (LL.B.). In 1956 he was admitted to the bar . He then joined the diplomatic service of the Department of Foreign Affairs in July 1957 and initially worked at the embassy in South Korea . After serving as Third Secretary and Consul at the Embassy in France , he was Special Assistant in the Legal Affairs Unit. He later served as Counselor at the Embassy in France, as Consul General in Geneva and as Head of the Unit for UN Affairs. In 1975 he became ambassador to Algeria and remained in this post until 1977. Subsequently, he was Special Assistant to the Undersecretary for Politics in the Ministry of Foreign Affairs and subsequently director of the Foreign Service Institute , the training center for the diplomatic service. After he was deputy foreign minister, he was appointed as successor to Arturo Tolentino Acting Foreign Minister (Acting Minister of Foreign Affairs) in the last government of President Ferdinand Marcos and has held this ministerial post until the fall of Marcos during the EDSA Revolution in February 1986, after which Salvador Laurel became his successor.

Afterwards Castro was Director General of the Department for the Middle East and Africa of the Ministry of Foreign Affairs from 1986 to 1989 and, as successor to Juan V. Saez, between 1989 and the closing of the embassy in 1993, Ambassador to Jordan . After being ambassador to Canada between 1993 and 1996 , he last acted as ambassador to Belgium from 1996 until he retired in 1997 . In addition to his diplomatic work, he was the author and editor of numerous books on international law and diplomacy such as Philippine Diplomatic and Consular Practice (1967), Digest of Philippine International Law Jurisprudence , Diplomatic Agenda of Philippine Presidents, 1946–1985 (1985) and Philippine Foreign Service Code , known as Republic Act No. 7157 was adopted by then Foreign Minister Raul Manglapus in 1992 with a foreword .
