Panagiotis Papaligouras ( Greek Παναγής Παπαληγούρας ; * June 6, 1917 in Corfu , Corfu ; † May 5, 1993 ) was a Greek politician of the National Radical Union ERE ( Ethniki Rizospastiki Enosis ) and later the New Democracy ND ( Nea Dimokratia ) , among others 1974 briefly governor of the Bank of Greece and between 1977 and 1978 foreign minister .

Life

After attending school, Papaligouras studied law and political science at the National and Kapodistrian University of Athens and the University of Geneva . In 1941 he became a lecturer at the University of Athens and served during World War II between 1942 and 1944 as an army officer in the Middle East , where he received several awards. In 1944 he returned to the still occupied Greece and in 1945 became general secretary in the Ministry of Supply.

In the elections of March 31, 1946 Papaligouras was elected for the first time as a member of parliament for the Unity Party in the constituency of Argolida and Corinth . He then joined the Hellenic Collection (Ellinikos Synagermos) founded by Marshal Alexandros Papagos and was re-elected as its candidate for the elections in 1951 and 1952 . After he was Undersecretary of State in the Ministry of Commerce between 1952 and 1953, he became Minister of Commerce in the Cabinet of Prime Minister Alexandros Papagos on September 5, 1953 and held this ministerial office until December 15, 1954. At the same time, he served between December 29, 1953 and April 11 1954 as acting minister of agriculture. He then held the post of Minister for Economic Coordination in the Papagos cabinet from December 15, 1954 to October 6, 1955.

In 1956 Papaligouras joined the National Radical Union ERE ( Ethniki Rizospastiki Enosis ) founded by Konstantinos Karamanlis and was elected member of parliament for them in the 1956 election. In the subsequent second cabinet of Karamanli, he served between February 29, 1956 and February 28, 1958 as Minister for Trade and Industry. In 1958 he left temporarily the ERE and applied for the People's Party LK (Laiko comma) of Konstantinos Tsaldaris unsuccessfully for a parliamentary seat in the election in 1958 . After the electoral defeat, like other LK members, he switched back to the ERE and was re-elected to the ERE in the 1961 election. From November 4, 1961 to June 19, 1963, he again held the office of Minister for Economic Coordination in the fourth Karamanlis cabinet, which was subsequently formed.

In the elections on November 3, 1963 and February 16, 1964 , Papaligouras was re-elected as a member of parliament for the ERE. In the interim government formed by Prime Minister Panagiotis Kanellopoulos on April 3, 1967 , he took over the office of Minister for National Defense. This government was overthrown on April 21, 1967 by a military coup led by Colonel Georgios Papadopoulos , which led to the military dictatorship that lasted until 1974 .

After the end of the military dictatorship on July 23, 1974, Papaligouras was initially governor of the Bank of Greece between August 9 and October 23, 1974 . In the election of November 17, 1974 , he was re-elected member of parliament for the New Democracy ND ( Nea Dimokratia ) founded by Konstantinos Karamanlis in the constituency of Corinth. On November 21, 1974, he took over again the office of Minister for Economic Coordination in the sixth cabinet of Karamanli and held this office until November 28, 1977. Also in the election on November 20, 1977 he was elected member of parliament for the ND in the constituency of Corinth and was a member of this until September 19, 1981. In the seventh Karamanlis cabinet formed on November 28, 1977 , he now took over the office of Foreign Minister . He held this ministerial office until his replacement by Georgios Rallis on May 10, 1978.
