Pandan is a Filipino municipality in the island province of Catanduanes . It has 20,516 inhabitants (August 1, 2015 census) who live in 26 barangays . The community is described as partially urban and belongs to the fourth income bracket of communities in the Philippines. Pandan is located about 346 km southeast of the capital of the Philippines Manila and 52 km north of the provincial capital Virac . Pandan is the northernmost municipality on the island and has a hilly to mountainous topography .

The climate of the island of Catanduanes is classified as Type II, with no pronounced dry or rainy season, the heaviest rainfall falls from October to December. The community is located within the Typhon Belt in the Philippines.

The Cardinal José Sánchez (1920-2012) was born in Pandan.
