  • The parliamentary elections in Catalonia took place on November 28, 2010. It ended with gains of the bourgeois parties and losses of the ruling 3-party coalition of socialists and green alternatives.

    Election mode

    The 135 MPs of the Regional Parliament of Catalonia were elected in 4 electoral districts: 85 in the electoral district of Barcelona , 17 in the electoral district of Girona , 15 in the electoral district of Lleida and 18 in the electoral district of Tarragona . 5,363,688 people were entitled to vote, of whom 3,152,630 (58.8%) exercised their right to vote. The election took place according to proportional representation and the counting of votes and the allocation of mandates took place in the D'Hondt procedure .

    Election campaign and top candidates

    The election campaign was mainly shaped by the discussion about the economic crisis and how to deal with it. In Catalonia there was a disproportionately strong rise in unemployment, which mainly affected young people and the low-skilled, and a decline in economic output, even if Catalonia still achieved better values ​​than the rest of Spain in both indicators. Another topic was the increased immigration to Catalonia, especially from countries in Latin America, North Africa and Asia. As always, the relationship between Catalonia and central Spain was also an issue. Two secessionist parties founded in 2009 and 2010, Solidaritat Catalana per la Independència (under the leadership of the former president of FC Barcelona Joan Laporta ) and Reagrupament ran for the election. Also for the first time the newly founded Catalan pirate party Pirates de Catalunya took part.

    After the election

    As a result, the bourgeois parties, especially the CiU and to a lesser extent the PPC, were able to gain votes. This may also have been due to the fact that the Spanish government in Madrid under the socialist Prime Minister José Luis Rodríguez Zapatero was in a slump in popularity due to the simmering severe economic crisis. The three-party coalition of PSC, ERC and ICV-EUiA, which has ruled Catalonia since 2003, under the leadership of the socialist José Montilla, suffered significant losses and received 48 instead of 70 parliamentary seats. Montilla then announced his resignation from the office of President of the Generalitat. On December 23, CiU chairman Artur Mas was elected President of the Catalan regional government with 62 votes from the CiU and 28 abstentions from the PSC. Although the CiU was able to gain significantly in votes, it missed an absolute majority with 62 of 135 seats, so that the new CiU-led government could only rely on a minority in the Catalan parliament.
