Paul Helminger (born October 28, 1940 in Esch-sur-Alzette , † April 17, 2021 ) was a Luxembourg political scientist and politician of the DP party . He was Mayor of Luxembourg City from 1999 to 2011 .

Life

During the Second World War , Helminger's family moved from Esch-sur-Alzette to the capital's Belair district, where Helminger went to elementary school. After graduating from high school at the Athénée de Luxembourg , he went to Paris in 1959 to study law at the Sorbonne until 1963 . At the same time he studied international relations at the Institut d'études politiques . In 1964 he completed his doctorate in law in Luxembourg, after which he moved to Stanford University in California to obtain a master's degree in political science.

Helminger's political career began in 1966, when he represented Luxembourg at the Conference on Security and Cooperation in Europe in Helsinki and Geneva, before being appointed head of cabinet for Gaston Thorn in 1974 . In the Werner-Thorn-Flesch government, from 1979 to 1984 he was State Secretary for External Relations, Foreign Trade and Collaboration, State Secretary for Economic Affairs and Small and Medium-Sized Enterprises, and State Secretary for Justice.

From 1984 to 1989 and from 1994 to 2012 Helminger was a member of the Luxembourg parliament . In June 2012, he resigned to withdraw from politics.

In 1987 Helminger was elected to the City Council of Luxembourg City. In 1991 he became a lay judge and in 1999 he became mayor. In the 2011 municipal elections, he ran as the top candidate for the DP . His party again received the most votes and was able to continue the coalition with the Greens, but Helminger was only second on the list and therefore renounced the office of mayor in favor of Xavier Bettel .

Private

Helminger was married with seven children and lived in Luxembourg City.

From 1994 to 2003 he was President of the Luxembourg Tennis Association (Fédération luxembourgeoise de tennis).
