After studying architecture at the Dresden Polytechnic until 1882 (with a degree in the building construction department), Richter worked, among other things, as a draftsman for the art historian Georg Dehio (1850–1932) in Strasbourg . From 1888 to 1923 Richter worked as a teacher for building sciences at the Ducal Building School in Holzminden and later in the same position at the Building Trade School in Leipzig . Richter carried the titles of building officer and professor .

In addition to his professional activity, he dealt intensively with watercolor painting, preferring architecture and landscape motifs. Around 100 larger and smaller pictures still exist today.

The conversion of the former main post office in Leipzig is part of his work. On an advertising postcard from Paul Richter it says:

“References: Manor house of Kommerzienrat Knauer in Mölkau . Villas for the gentlemen: Factory owner Meisel, Rentier Schleußing, businessman Schäffel etc. Workers' house of the manor owner Hofrat Dr. Ackermann on Gundorf . Factories and over 100 conversions etc. etc. "
