Paul von Koerner

Paul von Koerner (born December 24, 1849 in Dresden , † October 29, 1930 in Berlin ) was a German ministerial official and diplomat.

Life

Koerner was a son of the royal Saxon Privy Councilor Ernst Adolf von Koerner (1807–1888). He attended the Vizthumsche Gymnasium and the Polytechnic in Dresden. He passed the Abitur in 1869 and studied law at the University of Leipzig . In 1871 he was reciprocated in the Corps Saxonia Leipzig . As an inactive he moved to the Friedrich-Wilhelms-Universität zu Berlin . After the first state examination (1874) and the doctorate to Dr. iur. (1875) he joined the Saxon judicial service. On July 27, 1878, he passed the second state examination. From May 1879 he was employed in the Saxon customs and finance administration, most recently as a secret finance councilor in the finance ministry. On October 15, 1891, he was appointed deputy authorized representative of the Federal Council for the Kingdom of Saxony .

In October 1895 Koerner moved to the Reich Treasury as a director and became a deputy authorized representative for the Federal Council for the Kingdom of Prussia . On November 6, 1899, he was appointed director in the Foreign Office with the character of Real Secret Legation Councilor in the Foreign Service and took over the management of Department II (Trade Policy). In 1904 he received the character Real Privy Councilor with the predicate of excellence . On April 1, 1914, he retired.

On January 1, 1918, Koerner was reappointed to the Foreign Office as a provisional ministerial director . D. busy. He took part in the economic negotiations in Vienna and in the peace negotiations in Brest-Litowsk and Bucharest and became Commissioner of the Foreign Office for the preparation of the annexation of German-Austria in economic and financial questions. In March 1921 he was commissioner for negotiations with Denmark on the settlement of questions about the relocation of the border in North Schleswig and in February 1923 head of negotiations with the Soviet Union for the execution of the Rapallo Treaty .

Koerner was a member of the supervisory boards of Dresdner Bank and Deutsche Hypothekenbank . In 1921 he was the first chairman of the Association of Old Corps Students .

One of his daughters was married to the industrialist Conrad von Borsig .
