Pavel Pavlovich Lobanov ( Russian Павел Павлович Лобанов ; born January 2, jul. / 15. January  1902 greg. In Staro, Province of Moscow , Government of Moscow , Russian Empire ; † 13. August 1984 in Moscow ) was a Soviet agronomist and politician of the Communist Party of the Soviet Union (CPSU), which was, among other things, People's Commissar or Minister for the Soviets between 1938 and 1946 , Deputy Chairman of the Council of Ministers of the USSR from 1955 to 1956, and Chairman of the Union Soviet of the Supreme Soviet of the USSR between 1956 and 1962 . He also served as President of the Soviet Academy of Agricultural Sciences from 1956 to 1961 and again between 1965 and 1978 .

Life

Degree, agronomist and minister

Pawel Pavlovich Lobanow graduated from the Academy of Agriculture " Kliment Arkadjewitsch Timirjasew " , which he graduated in 1925. He then worked as an agronomist in Shachowskaya and Wolokolamsk in Moscow Oblast between 1925 and 1931 . He also served in the Red Army between 1925 and 1926 and joined the Communist Party of the Soviet Union (CPSU) in 1927 . Between 1931 and 1936 he was an agronomist and director of a sovkhoz in Ivanovo Oblast and also completed postgraduate studies at the All-Unions Scientific Research Institute of the Sovkhoz. After he held a chair at the State University of Land Management in Moscow from 1936 to 1937, he was director of the Agricultural Institute of the Voronezh State University in 1937 . He was then Deputy People's Commissar for Agriculture and in 1938 People's Commissar for Agriculture of the Russian Soviet Federal Socialist Republic (RSFSR).

On December 12, 1938, Lobanov replaced Tikhon Jurkin as People's Commissar for the sovkhozes in the Council of People's Commissars, which was then headed by Vyacheslav Molotov , and held this office until November 11, 1945, also under the chairmanship of Josef Stalin . He then served as First Deputy Minister for Agriculture of the USSR between 1946 and 1953 and as First Deputy Chairman of the Council of Ministers of the RSFSR from 1953 to 1955 and at the same time as Minister for Agriculture and Food Reserves. He was also a deputy of the Supreme Soviet of the USSR between 1954 and 1962 . Under Nikolai Bulganin he was then between February 28, 1955 and April 9, 1956 Deputy Chairman of the Council of Ministers of the USSR . On the XX. President of the Agricultural Academy and Chairman of the Union Soviet

On April 10, 1956, Pawel Pavlovich Lobanov took over from Trofim Lysenko for the first time as President of the Soviet Academy of Agricultural Sciences and held this office until August 8, 1961, when Trofim Denisovich Lysenko succeeded him again. On July 14, 1956, he also succeeded Alexander Volkov as Chairman of the Union Soviet, one of the two equal chambers of the Supreme Soviet of the USSR , and held this office until he was replaced by Ivan Spiridonov on March 18, 1962. In 1957 he was also chairman of the Soviet-Polish Friendship Society and, in 1961, deputy chairman of the State Planning Commission of the USSR. On February 10, 1965, he succeeded Mikhail Olschanski as President of the Soviet Academy of Agricultural Sciences for the second time and held this position until August 1, 1978, whereupon Pyotr Vawilow replaced him.
