The Pervaya League in 1991 was the last season of the second highest Soviet football league. The Soviet Union was dissolved in late 1991, and with it its football system. The clubs involved played in their respective national leagues after the 1991 season, eleven of the 22 clubs in the newly founded Russian league .
Many of the clubs, which were still second-rate in 1991, were able to play first-class in the following season in their national leagues. Only the Abkhazian club FK Dinamo Sukhumi had to temporarily stop its gaming activity after 1991, as the state affiliation of Abkhazia was disputed and the country plunged into a civil war.
The champion of the Pervaya League in 1991 was Rotor Volgograd , followed by Tiligul Tiraspol . The top scorer was the Tiraspol player Serhij Husjew , who scored 25 goals.
