Rómulo Ernesto Betancourt Bello (born February 22, 1908 in Guatire, Venezuela , † September 28, 1981 in New York , NY ) was President of Venezuela from 1945 to 1948 and from 1959 to 1964. He was a co-founder and for decades chairman of the then largest Venezuelan party Acción Democrática (AD).

First term (trienio)

Betancourt's first presidency is referred to as the trienio (German: period of three years) because it lasted three years. After a coup sponsored by the communists , the AD and liberal military , Venezuela was ruled democratically for three years until a dictatorship was re- established in 1948 . During this time the AD was the only grassroots and mass party and dominated the political landscape; they gained about the midterm elections of 1947 with 71% of votes.

Second term

After the overthrow of dictator Jiménez and two interim presidents, Betancourt was re-elected in 1958 and sworn in the following year. Even before he took office, but shaped by him, the Covenant Democracy that shaped Venezuela's history from 1958 to 1998 : in April 1958 the Avenimiento Obrero-Patronal , on October 31 the Puntofijo Agreement , in December the Programa Mínimo de Gobierno . In 1960 Betancourt only barely survived an assassination attempt instigated by the dictator of the Dominican Republic , Rafael Trujillo .
