Rainer Richter

Rainer Max Georg Richter (born February 3, 1947 in Detmold ) is a German psychotherapist , university professor and chamber official. From 2005 to 2015 he held the office of President of the Federal Chamber of Psychotherapists (BPtK).

Career

1967 judge took his degree in psychology at the Georg-August University of Göttingen and the University of Basel in which he in 1974 with his promotion to Dr. phil. finished. In 1985 he completed his habilitation in the subjects of medical psychology and psychosomatics . Richter then completed his psychotherapeutic training in the analytical therapy method of the German Psychoanalytical Association (DPV). In 1992 Richter was appointed professor at the University Medical Center Hamburg-Eppendorf . Since 2000 he has been managing director of the Institute for Psychotherapy at the University of Hamburg .

After the legal reform of psychotherapeutic medicine and the passing of the Psychotherapists Act (PsychThG), Richter was elected to the newly formed Scientific Advisory Board for Psychotherapy (WBP) in 1999, where he has a significant influence on the psychotherapy reform and the positions of psychological psychotherapists as well as children and Was able to strengthen youth psychotherapists in relation to the medical profession . With his support and active involvement in shaping the newly created psychotherapist chambers, he also contributed to the growing self-image of non-medical psychotherapists.

Richter retired in 2012 and handed over the office to his successor Dietrich Munz in 2015 after the end of his term on the BPtK board .

Positions and Criticism

During his tenure as President of the Federal Chamber of Psychotherapists , he campaigned aggressively for the professionalization and emancipation of the profession. His work was critically questioned by the German medical associations in particular . Despite fierce opposition, he pushed through decisive reforms in psychotherapeutic care and, against the criticism of the doctors' representatives, expanded the powers of psychotherapists.

At the end of his term of office, Richter said in retrospect:

"My greatest concern was to strengthen the common professional identity of the German psychotherapists."

After the amendment and entry into force of the state-specific health professions chamber laws in the mid-1990s, Richter forced the state chambers of psychotherapists to become independent. Judge further:

"The chambers stand for a new professional self-image. They are the basis on which all psychotherapists set their professional standards and balance their interests in order to be able to make political decisions and act. They are the common bond, more important than associations and procedures."

Under Richter's reign, the chambers gave clear impulses for the implementation of the Statutory Health Insurance Care Strengthening Act (GKV-VSG), which came into force on July 23, 2015 , for example the controversial "Psychotherapeutic Consultation " within the statutory health care system or extensions of powers such as the ordinance of medical rehabilitation , ambulance transport , hospital admissions or sociotherapy . At the same time, he criticized the, in his view, faulty planning of requirements in terms of sufficient patient care and the possible reduction of a "fictitious oversupply" in the field of psychotherapy by the law.
