Scientific Advisory Board on Psychotherapy

The Scientific Advisory Board for Psychotherapy (WBP) is a panel of experts that is supposed to examine the scientific recognition of psychotherapy procedures in Germany.

Legal basis

The WBP is based on Section 11 of the Psychotherapists Act (PsychThG). In cases of doubt, the expert opinion prepared by the WBP should then form the basis of the competent state authority for its decision on the scientific recognition of a psychotherapy procedure. The competent state authorities are called upon to make such decisions, especially in the context of the state recognition of training centers according to Section 11 PsychThG, at which in- depth training leading to a license to practice as a ' psychological psychotherapist ' or ' child and adolescent psychotherapist ' can be completed.

The advisory board is formed jointly by the Federal Chamber of Psychotherapists (BPK) and the representation of medical psychotherapists in the Federal Chamber of Physicians (BÄK). According to the agreement of the German Medical Association and the Federal Chamber of Psychotherapists, the Advisory Board consists of twelve members, six from each chamber:

  • BÄK: Six medical representatives from the areas
    • Psychiatry and psychotherapy
    • Psychosomatic medicine and psychotherapy
    • Child and adolescent psychiatry and psychotherapy
  • BPK: Six psychological psychotherapists and child and adolescent psychotherapists

  • 5th term of office January 1, 2019 to December 31, 2023

The office is provided by the Federal Chamber of Psychotherapists (BPtK) for even terms of office, and by the German Medical Association (BÄK) for odd terms of office.

criticism

The WBP's previous expert practice is controversial. He is accused of not restricting himself to his limited legal mandate. He examines evidence of the effectiveness of the respective psychotherapy method based on qualitative and quantitative standards that are not legally provided and technically controversial. He said that the evidence of effectiveness should cover several areas of application of psychotherapy. He has so far been unimpressed by administrative court rulings (such as VG Munich , VG Düsseldorf ), which have already denied the WBP such authority. The procedure of the WBP was explicitly reinforced by the Federal Administrative Court in its judgment of April 30, 2009 (BVerwG 3 C 4.08).
