Regional administration
As a regional administrative governmental and nongovernmental be administrations at the level of regions designated.
In centrally organized states, their area of activity corresponds approximately to that of a German or Austrian federal state or a canton , but without its own legislation. In states, it is an administrative level (if implemented) between the state and the political district or county.
The regions represent areas of medium size and have the purpose of relocating administrative and decision-making powers from the national or state level closer to those affected (see regionalism and closeness to the citizens ), but also to promote cultural and historical identification. In states with larger minorities, they are sometimes given special autonomy rights .
Regional administrations in German-speaking countries
Regional administrations in Germany, Austria and Switzerland include:
- the administrative districts in Germany, an intermediate administrative level in some federal states (Bavaria, Baden-Wuerttemberg, North Rhine-Westphalia) for the bundling of departmental tasks and for municipal supervision , as well
- the former 14 districts of the GDR between 1952 and 1990
- the district authorities in Austria, partly subdivided into judicial districts
- the districts (Switzerland) as a level between canton and municipality ( Regional Conference (Switzerland) )
- Occasionally, voluntary community cooperation is also referred to as regional administration , e.g. B. in construction, the baths or the fire department.
In Lower Saxony , a regionalization concept for reforming the district level is being discussed. In addition to administrative services, it should also include new forms of community cooperation and regional education and health care in larger districts . A strengthening of the planning instruments by including the land registry offices (geoinformation) in the local regional administration is also being considered.
Regional administrations of some other states
- the regions of France , 27 local authorities for self-government (without legislation) and their subdivision into
- 101 departments , 96 of which are in France and 5 overseas ( Conseil régional )
- the arrondissements in Belgium and Canada
- the 109 Italian provinces within the 20 major regions
- the 41 district administrations in Romania
- the Okresy in the Czech Republic and Slovakia
- the provincial administrations in Finland
- the oblasts in Russia, Ukraine, Bulgaria and other eastern states
- in China the counties within the provinces or the administrative districts of the five semi-autonomous areas.
In Israel, however , the 55 or so regional administrations are much smaller. They were founded in rural areas between 1949 and 2004 and only encompass between 3 and 50 localities, most of which are kibbutzim .
In church organizations
- the Protestant regional administration in some regions of Germany (Upper Hesse, Rheinhessen, Wiesbaden, Rhein-Lahn, Frankfurt, Limburg, Hamburg) for the joint financial administration of church communities
- the deaneries (several parishes of a diocese) in the Catholic Church.
