Reiner Geulen (* 1943 in Aachen ) is a German lawyer and book author .

biography

Geulen is the son of a singer and an Aachen cloth manufacturer. From 1964 he studied philosophy at the University of Freiburg im Breisgau and was elected editor-in-chief of the Freiburg student newspaper in the first year of his studies. In the following semesters he published research on the Nazi past of Martin Heidegger , who was rector of the Freiburg University in 1933 and 1934. Geulen also held a public dispute with the vicar general of the Catholic diocese of Freiburg , who had already called for Hitler to be appointed Chancellor before 1933. Finally, he published calls against the US war in Vietnam . A criminal complaint by the diocese for "insulting the clergy" and a relegation procedure against him by the Freiburg University had to be stopped.

After two years, Geulen switched to law studies at the Free University of Berlin . Due to his activities in the Socialist German Student Union (SDS) from 1967 to 1969, the Berlin judiciary initially denied him entry to the legal clerkship, which in fact amounted to a professional ban . After threatening a lawsuit, he was able to continue his lawyer training. Geulen received his doctorate from the University of Hamburg with Hans-Peter Bull and Ingo Richter with a dissertation under public law.

After his admission to the bar, Geulen joined Otto Schily's law firm in 1975 , with whom he defended Gudrun Ensslin in the first Stammheim trial . In the following 10 years Geulen worked as a criminal defense lawyer and trial observer in political processes.

Since the end of the 1970s, Geulen has mainly led lawsuits against environmentally damaging large projects before German, foreign and international courts such as the United States Court for Berlin , the Court of Appeals in Washington DC , the Conseil d'Etat in Paris , the Court of Appeals in London and the European Court of Human Rights in Strasbourg.

Geulen has successfully represented the opponents of several German nuclear power plants , especially against the Kalkar nuclear power plant . In addition, he litigated for a decade against the commissioning of the Mülheim-Kärlich nuclear power plant on the Middle Rhine. The operational nuclear power plant was finally shut down after six years of legal proceedings; it is now being demolished. Ultimately, the decisive factor for the success of the processes was that Geulen gained access to the archives of the Maria Laach Monastery and the Archdiocese of Trier on historically reported earthquakes in the Rhine valley, so that he could prove that the reactor was not earthquake-proof.

In addition, Geulen has litigated against the plans for nuclear reprocessing plants , against the fuel element factories and the German plutonium storage facility in Hanau-Wolfgang . For more than 15 years, Geulen acted as legal representative for opponents of the Gorleben nuclear repository , which has since been decommissioned.

In proceedings against industrial large-scale carbonization plants (especially coal-fired power plants), Geulen has led long-term trials, B. against the coal-fired power plants Buschhaus , Berlin-Oberjägerweg and Voerde as well as against coal-fired power plants and coal mining in Garzweiler in the Rhine and Ruhr areas.

Geulen has also successfully represented in several large-scale proceedings against military installations, in particular against installations for tank exercises and bombing. He was the agent for the residents of the so-called Bombodroms Wittstock, a former Soviet bombing site in the Mecklenburg Lake District , which NATO wanted to use for low-level fighter bomber flights. After ten years and a total of 22 court judgments, the project was finally abandoned.

In addition, Geulen represented the rights of around 1,200 pilots, frigate captains and radar operators who suffered from malignant carcinoma in the 1970s and 1980s due to ionizing radiation from military radar equipment . A large part of the radar victims were compensated in Germany, a further part realized high compensation through so-called class actions before federal courts of various states in the USA.

In recent years, Geulen has documented the money laundering of major Russian investors after the Crimean War in Germany on the occasion of legal proceedings , as well as the activities of criminal Turkish organizations against opposition members in Germany as agent for TV author Jan Böhmermann .

In 2018 and 2019 Geulen examined the development of nuclear weapons technology and the carbonization of the earth's atmosphere in detail on the basis of his procedural experience. His book “Beyond Hope”, published in December 2019, describes the “nuclear and thermal annihilation of life” as irreversible.
