Richard Best (diplomat)

Sir Richard Radford Best KCVO CBE (born July 28, 1933 in Worthing , West Sussex , † March 7, 2014 ) was a British diplomat who was ambassador to Iceland between 1989 and 1992 .

Best, son of Charles Best and his wife Frances Raymond, completed after visiting the Worthing High School , a study of history at University College London (UCL), he with a Bachelor of Arts graduated (BA History). After completing military service (National Service) , he joined the public service (Her Majesty's Civil Service) in 1956 and worked for ten years in the Home Office , most recently as a lecturer in citizenship law for officials in the consular and diplomatic service. 1966 he moved to the Ministry of the Commonwealth -relationships CRO (Commonwealth Relations Office) , where he was initially auxiliary officer for India in the Department of Economic Relations with Asia, and then in that resulting from Unit for South Asia.

Best's first assignment abroad followed in 1969, until 1972 as Second Secretary and Public Relations Officer at the High Commission in Zambia . During this time he was accepted into the diplomatic service (Her Majesty's Diplomatic Service) on December 31, 1970 . Following an economics course at the Department of Economic Development at the University of Oxford , the so-called Queen Elizabeth House , between 1972 and 1976 he was First Secretary and Economic Advisor at the Embassy in Sweden . This was followed by a position in the Foreign Ministry from 1976 to 1979 as an employee in the department for personnel deployments, in which he was initially a consultant for domestic assignments and then a consultant for personnel and career development for young professionals. On June 11, 1977 he became a member of the Order of the British Empire (MBE) for his services there . He then was First Secretary and Economic Advisor at the High Commission in India between 1979 and 1982 , before he was Acting Deputy High Commissioner in Calcutta from 1982 to 1983 .

After Best returned to Great Britain in 1983, he acted as Deputy Head of the Human Resources Department between 1983 and 1984 and then as Deputy High Commissioner in Kaduna , Nigeria from 1984 to 1989 . On January 1, 1989, he was also Commander of the Order of the British Empire (CBE). Most recently, he succeeded Mark Chapman as ambassador to Iceland in 1989 and held this post until his retirement in 1992. During this time, Queen Elizabeth II made a state visit . On June 26, 1990, he was made Knight Commander of the Royal Victorian Order (KCVO) beaten, so that from now on he carried the suffix "Sir". Patrick Wogan's successor as ambassador to Iceland .
