From 1926 to 1933 he was chairman of the Halle-Merseburg district group of the Reich Association of German Artists . After the National Socialists came to power, he was persecuted for "democratic convictions". During the entire time of the Second World War he did military service again.

After the war, he and Karl Völker took over the reorganization of visual artists in Saxony-Anhalt in the Association of Visual Artists of the GDR (VBK) from 1945 . Since 1952 he has been restoring architectural sculptures in Berlin. From 1952 to 1968 Richard Horn directed the restoration of the baroque sculptures destroyed by the war at the Museum of German History . A number of works in public space, especially in Halle, the center of his life (including monuments to Wilhelm Roux , August Bebel and Johann Wolfgang von Goethe , architectural sculptures and several memorials), today testify to Horn's successful and recognized work.

His large clock at the Pestalozzi School in Halle (Saale) is considered the first in Germany to depict the daily routine of the students in the form of the activities at the respective hour as sculptures. His OdF monument (victims of fascism) in Wansleben was one of the first in Germany after the Second World War. The forest animal fountain in Halle (Saale) shows the animals of the adjacent wooded area Dölauer Heide . As a memorial for peace , his memorial for the founding of the GDR in Haldensleben was redesigned. His group of figures The Way to Death in Schönebeck (Elbe) is now one of the sights of the Elbe city due to its monumentality.

His grave is located in the columbarium of the Gertraudenfriedhof in Halle.
