Rossendale is an administrative district with borough status in the county of Lancashire in England . The administrative seat is the city of Rawtenstall . Other important places are Bacup , Edenfield , Haslingden , Ramsbottom and Whitworth . There is a city partnership with Bocholt in Germany.
The district was formed on April 1, 1974 and was created from the merger of the Boroughs Bacup, Haslingden and Rawtenstall, the Urban District Whitworth and parts of the Urban District Ramsbottom.
