Pendle is an administrative district with borough status in the county of Lancashire in England . The administrative seat is the city of Nelson . Other significant locations are Barnoldswick , Barrowford , Brierfield , Earby , Colne and Trawden . There is a city partnership with Marl in Germany.

The district was formed on April 1, 1974 and was formed from the merger of the municipal boroughs Nelson and Colne, the urban districts Barnoldswick, Barrowford, Brierfield, Earby and Trawden and parts of the rural districts Burnley and Skipton. Historically, Barnoldswick, Earby, and Skipton were part of the West Riding of Yorkshire .

The Pendle district maintains a partnership with the North Rhine-Westphalian city of Marl .
