Siebeck's father was Justus August David Heinrich Siebeck, organist at the Johanniskirche (Leipzig) .

From 1826 to 1829 he completed an apprenticeship as a gardener in Altenburg (in the Duchy of Saxony-Altenburg ) . In 1829 he began studying botany at the University of Leipzig . He then went on several study trips. From 1837 Siebeck redesigned the Rosental in Leipzig from a baroque garden to a landscape garden . From 1842 to 1845 he was a gardener in Vienna for Carl Freiherr von Hügel , the founder of the Austrian Horticultural Society (ÖGG).

In 1846 Siebeck was appointed city gardener of Leipzig, so he was director of all public gardens and promenades in the city. However, due to a dispute with the city council, he resigned from his position in October 1857.

He returned to Vienna and was there from 1861 until his retirement in 1878 (initially subordinate to the city expansion commission, from 1871 first garden director, 1874–1876 he was responsible for all green spaces owned by the city). With the landscape painter Joseph Sellény he created his main work in 1862, the Vienna City Park . The "Siebeckpark" was the first large green area in Vienna. Other works in Vienna are the Schönbornpark (1862/63), the Esterházypark (1862–1869) and the avenues of the Vienna Ringstrasse (from 1863). Facilities outside Vienna designed by Siebeck are the redesigned garden of Mirabell Palace and Zrinjevac Square (1872) as part of an inner-city chain of green spaces in Zagreb .

Siebeck retired in 1878 at the age of 66 and died in the same year.
