The SEAMEO (abbreviation for: Southeast Asia Ministers of Education Organization ; in German: Organization of the Southeast Asian Ministers of Education) is a supranational government organization of the eleven Southeast Asian countries. It was founded in 1965 by initially six countries. The task of SEAMEO is to promote and improve cooperation between these states in the fields of education, science and culture. The SEAMEO Secretariat is based in Bangkok , Thailand . The current President-in-Office of the Council is the Thai Education Minister Teerakiat Jareonsettasin .

SEAMEO was founded on November 30, 1965 by Laos , Malaysia , the Philippines , Singapore , what was then South Vietnam (1965–1975) and Thailand. Indonesia was not a founding member, but took part in the second ministerial conference in 1966. Meanwhile, also Cambodia (1971), Brunei Darussalam (1984), Vietnam (1992), Myanmar (1998) and East Timor joined (2006). Association agreements exist with France (1973), Australia (1973), New Zealand (1973), Canada (1988), the Federal Republic of Germany (1990), the Netherlands (1993), Norway (2005-2011), Spain (2007) and Great Britain ( 2013). The first regional centers were founded in 1966. Since then, their number has been continuously increased, with the focus in the first few years on the establishment of medical centers.

Regional centers

SEAMEO now has 21 specialist institutes - so-called regional centers - which carry out training and research programs in various areas of education, science and culture.

  • SEAMEO SEARCA ( SEAMEO Regional Center for Graduate Study and Research in Agriculture ; German: Regional Center for Postgraduate Studies and Research in Agriculture ), founded in 1966, based in Los Baños, Laguna , Philippines. The centre's mission is to offer the participating countries high quality graduate studies in agriculture, to promote, coordinate and conduct research programs related to the needs and problems of the Southeast Asian region, and to disseminate the findings of agricultural research.
  • SEAMEO TROPMED Network ( SEAMEO Tropical Medicine and Public Health Network ; German: Network for Tropical Medicine and Public Health ), founded in 1966, based in Bangkok, Thailand. It is a regional cooperation network for education, training and research in tropical medicine and public health . The network focuses on higher education and research in tropical medicine and public health. The network’s mission is to promote health and to prevent and control tropical diseases and public health problems.
  • SEAMEO RECSAM ( SEAMEO Regional Center for Education in Science and Mathematics ; German: Regional Center for Education in Science and Mathematics), founded in 1967, based in Penang , Malaysia. The center was established to meet the needs of member countries for the development of science, mathematics and technology education programs . It sees its task in ensuring and improving the quality of science, mathematics and technology training in the SEAMEO member countries.
  • SEAMEO TROPMED Malaysia ( SEAMEO TROPMED Regional Center for Microbiology, Parasitology and Entomology ; German: Regional Center for Microbiology , Parasitology and Entomology ), founded in 1967, based at the Institute for Medical Research in Kuala Lumpur . The institute is one of three under the coordination of the SEAMEO TROPMED Network. It conducts research into disease prevention and control, offers specialized training, diagnostic, counseling and instruction services, and promotes health management as a shared responsibility of governments, the private sector, non-governmental organizations, society and their individuals.
  • SEAMEO Tropmed Philippines ( SEAMEO Tropmed Regional Center for Public Health, Hospital Administration, Environmental and Occupational Health ; German: Regional Center for Public Health, Hospital Administrator, Environmental and Occupational Medicine ), founded in 1967, located at the College of Public Health of the University of the Philippines in Manila , Philippines. This second of the institutes belonging to the SEAMEO TROPMED Network conducts research and training in the areas of health care, rural medicine, hospital administration, environmental and occupational safety, health policy and health management.
  • SEAMEO TROPMED Thailand ( SEAMEO TROPMED Regional Center for Tropical Medicine ; German: Regionalzentrum für Tropicalmedizin), founded in 1967, located at Mahidol University in Bangkok, Thailand. The third institute of the SEAMEO TROPMED Network offers training courses on endemic tropical diseases, parasitology, community health and preventive medicine. It researches alternative disease control measures and ways to promote healthy lifestyles. It is also conducting trials with new chemotherapeutic compounds and new vaccines. It also provides clinical care for patients with tropical diseases.
  • SEAMEO BIOTROP ( SEAMEO Regional Center for Tropical Biology ; German: Center for Tropical Biology), founded in 1968, based in Bogor , Indonesia. The focus of the work is on the biology of the forest, water bodies and pests . The center supports member states in the development of specialist knowledge in order to find alternative approaches or solutions to critical biological problems in the region , with a special focus on the sustainable development of tropical ecosystems .
  • SEAMEO RELC ( SEAMEO Regional Language Center ; German: Regionales Sprachzentrum), founded in 1968, based in Singapore . The center offers the member countries expertise, training facilities and training programs to improve the skills of language specialists and educators. The programs focus on knowledge transfer and the educational disciplines of language teaching and learning.

  • SEAMEO INNOTECH ( SEAMEO Regional Center for Educational Innovation and Technology ; German: Regional Center for Innovation and Technology in Education), founded in 1970, based in Quezon City , Philippines. Initiates and disseminates innovative and technology-oriented educational programs that help member countries identify and solve common or unique educational problems.

  • SEAMEO SPAFA ( SEAMEO Regional Center for Archeology and Fine Arts ; German: Regional Center for Archeology and Fine Arts ), founded in 1978, based in Bangkok, Thailand. SEAMEO SPAFA cultivates awareness and appreciation of cultural heritage. The center promotes archaeological and cultural activities in the region as well as professional competence in the fields of archeology and fine arts in order to promote mutual knowledge and understanding among the member countries.
  • SEAMEO VOCTECH ( SEAMEO Regional Center for Vocational and Technical Education and Training ; German: Regional Center for Vocational and Technical Education and Training ), founded in 1990, based in Brunei Darussalam . SEAMEO VOCTECH aims to improve the management of vocational and technical training and further education (VTET) in the member countries. The center endeavors to develop and deliver relevant programs in this regard.
  • SEAMEO RIHED ( SEAMEO Regional Center for Higher Education and Development ; German: Regional Center for Higher Education and Development), founded in 1993, based in Bangkok, Thailand. SEAMEO RIHED plays a crucial role in building the member countries in the field of higher education. It is oriented towards the needs of politics and planning, as well as the administration and management of higher education.
  • SEAMEO RETRAC ( SEAMEO Regional Training Center ; German: Regional Training Center ), founded in 1996, based in Ho Chi Minh City , Vietnam. The training center supports SEAMEO member states (especially Cambodia, Laos and Vietnam) to identify and solve common problems in the development of human capital . His specialty is education management.
  • SEAMEO SEAMOLEC ( SEAMEO Regional Open Learning Center ; German: Regional Center for Open Learning ), founded in 1997, based in Tangerang Selatan , Indonesia. SEAMOLEC supports member countries in identifying educational problems and in finding alternative solutions for sustainable development of human capital through the dissemination and effective use of open and distance learning .
  • SEAMEO CHAT ( SEAMEO Regional Center for History and tradition ; Regional Center for History and tradition ), founded in 2000, based in Yangon , Myanmar. The center promotes cooperation in the history and tradition of the SEAMEO member countries through research, personnel development, education and networking.
  • SEAMEO QITEP in Language ( SEAMEO Regional Center for Quality Improvement of Teachers and Education Personnel (QITEP) in Language ; German: Regional Center for Quality Improvement of Teachers and Educational Staff in Linguistics ), founded in 2009, based in Jakarta , Indonesia. The center offers courses and training programs for educators and teachers. It promotes programs and activities to improve the quality of language teachers and training staff.
  • SEAMEO QITEP in Mathematics ( SEAMEO Regional Center for Quality Improvement of Teachers and Education Personnel (QITEP) in Mathematics ; German: Regional Center for the Quality Improvement of Teachers and Educational Staff in Mathematics ), founded in 2009, based in Yogyakarta , Indonesia. QITEP for Mathematics offers courses and training programs for educators and teachers. The center promotes programs and activities to improve the quality of teachers and educational staff in all areas of mathematics.
  • SEAMEO QITEP in Science ( SEAMEO Regional Center for Quality Improvement of Teachers and Education Personnel (QITEP) in Science ; German: Regional Center for Quality Improvement of Teachers and Educational Staff in Science ), founded in 2009, based in Bandung , Indonesia. The center offers courses and training programs for educators and teachers. It promotes programs and activities to improve the quality of teaching staff and training staff in the fields of science.
  • SEAMEO SEN ( SEAMEO Regional Center for Special Education ; German: Regional Center for Special Education ), founded in 2009, based in Melaka , Malaysia. SEN specializes on the one hand in education that meets the needs of children with different disabilities and on the other hand in education that meets the needs of gifted and talented children.
  • SEAMEO RECFON ( SEAMEO Regional Center for Food and Nutrition ; German: Regional Center for Food and Nutrition ), founded in 2010, based in Jakarta, Indonesia. SEAMEO RECFON wants to be a quality center in personnel development in the field of food and nutrition in Southeast Asia. Its work consists of research, education, capacity building and information dissemination.
  • SEAMEO celll ( SEAMEO Regional Center for Lifelong Learning ; Regional Center for Lifelong Learning ), founded in 2011, based in Ho Chi Minh City, Vietnam. The CELLL specializes in research and training on lifelong learning as the basis for future educational development. The center is expected to have an important role in strengthening ties between Asia and Europe in promoting lifelong learning.
