The 24 participants each played a simple round-robin tournament in four groups , from which the first two qualified for the quarter-finals. If there was a tie between second and third place, two rapid chess games were played, if these did not result in a decision, blitz chess games followed up to the first winning game. The same procedure would have been used in the event of a tie for first and second place. In the case of a tie for the remaining places in the preliminary round, first the Sonneborn-Berger rating and then the Elo rating decided. From the quarter-finals onwards, the competition was held in the knockout system . A competition consisted of two games, if this did not result in a decision, two rapid games followed. If after that there was still no winner, blitz chess games were played until the first winning game.
