Hamdani was born in 1930 in Guenzet, in the Bordj Bou Arréridj province in eastern Kabylia .

Hamdani fought against the colonial rule of the French during the Algerian War . After independence in 1962 he was head of cabinet of the provisional government under Abderrahmane Farès . He was then an advisor to the Algerian ambassador in Brussels until 1965 and then until 1970 the post of press spokesman for the foreign ministry and chief advisor for the country's diplomats. From 1970 to 1979 he was adviser to the president and general secretary of the single party FLN. After massive unrest among the Berbers in June and July 1998 because the Berber languages were not recognized as the official language, the head of state needed a new man to lead the government. He therefore appointed Hamdani on December 15, 1998 to succeed Ahmed Ouyahia as Prime Minister.

In the 1999 presidential elections, Abdelaziz Bouteflika was elected as a new head of state. This dismissed Hamdani on December 23, 1999 and replaced him with Ahmed Benbitour .

Hamdani died on the night of February 6th, 2017 in Djasr Kasentina , a suburb of Algiers .
