The Stephankiez is a location in the north-east of the Berlin district of Moabit in the Mitte district . It is considered a well-preserved Wilhelminian-era quarter, which was essentially built between 1872 and 1910. About 90 percent of the historical building fabric has been preserved.

The layout of the Stephankiez goes back to the development plan developed by James Hobrecht from 1862. The originally planned extreme block depths were loosened up in the further planning by adding the Stendaler and Stephanstraße with Stephanplatz. At Stephanstraße 4–15 you can see an example of the more open construction method, which began in 1872 - consisting of a front building and side wing (without additional transverse wings) with a larger courtyard design and no basement apartments. Most of the tenement houses in Stephankiez were built in the form of high-density residential areas with nested backyards.

The Stephankiez survived the Second World War largely unscathed. Due to the construction of the Berlin Wall , the quarter moved into a peripheral location and was now given a connection function between the northern districts and City West . Perleberger Strasse, Putlitzstrasse and Rathenower Strasse became important traffic axes for through traffic.

After the fall of the Berlin Wall , a conservation ordinance was issued in the Stephankiez in 1991 in accordance with Section 172 of the Building Code ( environmental protection ) in order to counteract the modernization measures that had been increasing since the mid-1980s and the negative developments feared with regard to social composition and tenant displacement. It was the first area in Berlin to be placed under environmental protection.

Between 1995 and 2006, parts of the milieu protection area were placed under a redevelopment statute and during this time they were upgraded in terms of urban planning through the renovation of residential buildings, green and open spaces and social infrastructure.

A social study from 2006, which was supposed to examine the requirements for the application of the Milieu Protection Ordinance, came to the conclusion that there were no indications of an urban development pressure based on upgrading. Based on the investigation, the district decided in 2007 to partially repeal the conservation ordinance. The milieu protection according to § 172 Abs. 1 Nr. 2 BauGB to maintain the composition of the resident population was canceled, while the urban protection according to § 172 Abs. 1 Nr. 1 BauGB continues to exist on the grounds that “the urban design of the Wilhelminian style area , represents a special quality and an essential factor for the attractiveness of the residential location ".

In the middle of the star-shaped Kiez, the district center is Stephanplatz - the name refers to Heinrich von Stephan , the former general post director in the German Reich. To the north, the district is bounded by the Berlin-Hamburg railway line. To the southeast is the Fritz-Schloß-Park (formerly a parade ground).

According to the various urban planning regulations, there are different definitions of the term Stephankiez and its spatial extent:

  • The Milieu Protection Ordinance of 1991 applies to the area between Quitzowstrasse, Perleberger Strasse, Feldzeugmeisterstrasse, Kruppstrasse, Rathenower Strasse, Birkenstrasse, Stromstrasse, Stephanstrasse and Salzwedeler Strasse. It covers an area of ​​34 hectares with 5400 residential units.
  • In addition to the milieu protection area, the investigation area specified for the redevelopment statute also includes the area west of Putlitzstraße between Birkenstraße and the railway site, as well as the industrial area between Ellen-Epstein-Straße. The definition of the actual redevelopment area Stephankiez is limited to four smaller spots within the investigation area with a total area of ​​6 hectares with 1137 residential units.
  • The Stephankiez planning area is the designated area “2201” in the Berlin administration within the Moabit Ost district . It is bounded by Quitzowstrasse, Lehrter Strasse, Seydlitzstrasse, Rathenower Strasse, Birkenstrasse and Putlitzstrasse. The differences compared to the milieu protection area lie in the large-scale inclusion of Lehrter Straße with the area in between of the Post Stadium and the parks. The Stephankiez planning area extends over an area of ​​90 hectares with 5407 residential units. 93 percent of the apartments are in densely built perimeter blocks, 7 percent in large estates from the 1960s to 1980s.

The Stephankiez has a station on the U9 line, the Birkenstrasse underground station, around 100 meters west of Putlitzstrasse .

The S-Bahn-Ring runs to the north with the Westhafen station , which is adjacent to the Kiez and can be reached via the Putlitz Bridge.

The loading tracks and ramps of the Moabit freight station of the Ringbahn were located on Quitzowstrasse . From here, between 1941 and 1945, over 30,000 Berlin Jews were deported to the ghettos , camps and extermination sites. According to recent research, the deportation figures at this train station are far above the figures at the other Berlin train stations, including those of the Grunewald train station , where a memorial has since been erected. At the beginning of 2007, a small memorial pillar was erected at the entrance to the freight yard on Quitzowstrasse. It was announced that a memorial would be set up on the site of the freight yard. A planned architectural competition has not yet been announced. Despite this intention, the freight yard has now been largely cleared and its old function can hardly be recognized. In addition, the newly built Ellen-Epstein-Straße in winter 2009 creates a new connection to the Perleberger Brücke parallel to Quitzowstraße. The reason for the new building are the old buildings on Quitzowstrasse, which are showing severe damage to the living walls due to the high level of truck traffic.

There are also numerous bus stops , some of which are also served by the M27 Metrobus line on Perleberger Straße . The new Berlin Central Station is only a few kilometers away from Stephankiez and provides the connection to regional and long-distance rail transport.

The city highway situated at the junction 2 (Beusselstraße) an inner-city connection close to the Stephan Kiez represents.

Sacred buildings

In the years 1905/1906 the Protestant Holy Spirit Church was built in red brick according to designs by August Dinklage and Ernst Paulus . It is located at the intersection of Perleberger and Birkenstrasse.

There is also a church of the Free Evangelical Congregations on Stephanstrasse and a Hicret mosque on Perleberger Strasse.

The Kurt-Tucholsky-Grundschule is located at Rathenower Straße 18. The Hedwig-Dohm-Oberschule is located at Stephanstraße 27, after the school building was exchanged for the Heinrich-von-Stephan-Oberschule. The Moses Mendelssohn High School is also located on Stephanstraße.

The Bruno Lösche Library is a branch of the Berlin Public Libraries on the corner of Perleberger and Havelberger Strasse. The building was opened in 1964 and was created according to plans by Gerd and Magdalena Hänska . It was named after a district councilor in Tiergarten.

The Heinrich-Zille children's leisure center is located at Rathenower Strasse 17 below and the Kubu youth leisure facility , a project of the education market, is located above .

There is a playground with play facilities for children up to the age of twelve, a small skater area and a separate soccer field right on Stephanplatz .
