In South America , an ambassador is shot dead by an intelligence agent. Apparently the agent was brainwashed , as were other members of the CIA and the US military. The mastermind behind this obvious conspiracy is a certain Arian Lehder, who runs a secret research laboratory under a huge dam. To stop the mad scientist, the CIA must call in the best lone fighter in the world: Chris Cody. But unfortunately he's currently in jail. The CIA promises Chris full rehabilitation should he manage to put Lehder down. With a nuclear submarine and a group of ex-prison inmates, Cody embarks on his deadly mission that ultimately brings Lehder down.

The direct-to-DVD production was shot from August to September 2004 in Sofia , Bulgaria .
Even before the US release on May 31, 2005, the film was shown on Bulgarian television on May 6. It was released on DVD in Germany on July 19, 2005 .
