The Turkish Council ( Azerbaijani Türk Şurası , Kazakh Түркі кеңесі , Kyrgyz Түрк кеңеш , Turkish Türk Keneşi ) is an international organization of several Turkic states .
The Turkish Council was founded in Nakhchivan on October 3rd, 2009 with the signing of the Nakhchivan Treaty by Azerbaijan , Kazakhstan , Kyrgyzstan and Turkey . It can be compared to the Commonwealth of Nations , the Council of Europe or the Arab League .

The main body is the Council of Heads of State ( Council of Heads of States, CHS rotates), chaired in alphabetical order among the member states. The activities of the Turkish Council are coordinated and supported by its secretariat based in Istanbul .
The Turkish Council also acts as an umbrella organization for existing forms of cooperation. These include the
- International Organization of Turkic Culture ( TÜRKSOY ), seat in Ankara
- Parliamentary Assembly of Turkic-Speaking Countries (TÜRKPA), seat in Baku
- Turkish Academy, seat in Nur-Sultan (until 2019 Astana)
as well as some other associations.
A summit meeting of the Turkish Council takes place around once a year, at which the heads of state meet. Members of parliament and parliament presidents meet at the parliamentary assembly in Baku.
Member states
The Turkic state of Uzbekistan initially refused to join due to its neutral foreign policy. In April 2018, the Uzbek President announced that Uzbekistan would join the Turkish Council; The treaty was ratified in September 2019, making Uzbekistan the fifth official council member at the 7th summit on October 15, 2019.

Observer states
Hungary has been an observer to the Turkish Council since September 2018. Viktor Orbán explained that the Hungarians, as Magyars, are proud of their origins and their relationship with the Turkic peoples of Central Asia.

Representation office in Hungary
With the aim of deepening the connection with Europe and the European Union, a representative office of the Turkish Council was set up in Budapest in September 2019 and inaugurated with the participation of the Turkish Foreign Minister.

The Turkmen state of Turkmenistan has so far refused to join due to its neutral foreign policy.
