action

The underworld great Eduard Schneider has died, and several bosses of the Viennese underworld pay him their last respects. Inspector Fichtl, who has to clarify the circumstances of Schneider's death, observes the funeral and introduces the most important underworld bosses to the young colleague Inspector Katzki. Schneider died of an electric shock, Fichtl is certain that the razor was tampered with, but he has no evidence. Fichtl and Hollocher go to Honza, who was friends with Schneider, who reports to the officials about an illegal boxing event that is planned soon. He promises to let officials know exactly where the event will take place. With the help of Inspector Kugler from the Department for Prohibited Gambling, the officers can also find out about a prohibited gambling event, Dr. Putner orders Katzki's participation in this as an undercover investigator, and "Seven Eleven" is played at the event. Katzki informs the officers where the illegal event is taking place.

In parallel to the illegal gambling, the underworld boss Ferdl Willek is also organizing a so-called “dinner boxing”, an illegally organized boxing meeting where guests can bet on the boxers. Willek's friend Evelyn recognizes the police officer from the cemetery in Katzki and warns Willek, but he remains calm. Evelyn, however, loses her nerve and wants to flee Vienna because she thinks she is in the sights of the police. At that moment, the two small-gangs, Pomasl and Wondra, armed and masked, burst into the gambling event and rob the big guys. When they identify Katzki as a police officer, they flee. When the robbed underworld gangsters want to finish off Katzki, Fichtl and colleagues intervene, they arrest all gangsters present and the two fugitive little gangsters for illegal gambling or robbery, only Evelyn Böhler was no longer with the arrested. Fichtl and Katzki discover her corpse, she has been thrown from the balcony to her death. Willek is clueless to Fichtl. Dr. Putner and Fichtl suspect that Willek had a motive; Böhler was the manager of a Schneider brothel that Willek wanted to take over after his death. With the help of public prosecutor Dr. Kerstens lets Dr. Putner issue the arrest warrant for those arrested on suspicion of murder. Meanwhile, in Böhler's brothel, Fichtl and Katzki get their suspicions confirmed that Willek has already taken over the shop.

Susi Stopnagel, who saw Willek and Böhler together on the balcony shortly before their death, is being put under pressure by Willek in custody that he will let her daughter do something to her if she testifies against him. Susi then tries to hang herself in her cell, but is discovered by Winter at the last second. Hollocher seeks Susi in the hospital, she is unable to interrogate, but Hollocher hears out that someone threatened to kill her daughter. Meanwhile, Willek tells Putner that he bought Böhler's brothel “Amor” for a good price, although the object was not so interesting for him. When Putner told him that the shop was very interesting because the City of Vienna wanted to restrict prostitution in the future, but that “Amor” was within the tolerance zone, Willek refused to make any further statement. Fichtl and his team break into Evelyn Böhler's apartment and search it. You are mainly looking for documents about the "Cupid". Shortly before his death, Schneider had given the brothel to Evelyn Böhler. Vera Klein, a friend and colleague of Evelyn's, turns up in the apartment during the search. She has just found out about her friend's death and tells the officers that Willek had extorted Evelyn from the brothel. However, she will not testify in court because she is afraid of Willek and his people. She hands Fichtl a key to the safe that Evelyn has given her.

While the suspects have to be released one by one, Hollocher informs Susi that the police have taken her daughter Barbara to a safe place. She then testifies that Willek threatened her and drove her to attempt suicide. Susi saw Willek push Evelyn over the balcony railing. Fichtl and Winter found out that the safe key belongs to a safe deposit box of the Vienna Central Bank. From the documents found there, Fichtl and his team learned that Schneider and Willek were partners in "Amor" from the start. Willek got rid of him because he gave the shop away to Evelyn. Evelyn had noticed by chance that Willek had manipulated his razor and had to die as a result. Willek had taken advantage of the fuss over the robbery and got rid of Evelyn. When Putner wanted to interrogate Willek again, he was able to flee. Fichtl and Katzki are informed and drive back to “Amor”, because there they found his money reserves in the safe. Fichtl reckons that Willek will need the money to escape. But Willek is able to overpower the waiting there Fichtl and Katzki and flee. On his escape, Willek kills Honza because he needs his coat as a cover.

Inspector Winter realizes that Willek could be hiding with Vera Klein, since she is the only one of his prostitutes who does not live in the brothel but in a private apartment. When the Fichtl team arrives at Klein's apartment, Klein and Willek are just driving away. Katzki and Winter drive behind and give each other a wild chase with Willek. After her Willek confessed to the murders in the car, Vera Klein finally manages to provoke a traffic accident in which she remains unharmed, but Willek is killed.
