It can be made by heating an aqueous solution of ammonium thiocyanate with hydrazinium sulfate and sodium hydroxide .

Thiosemicarbazide is used as an antioxidant , corrosion inhibitor , stabilizer in photography and as a raw material for the manufacture of pharmaceuticals (tuberculostatic thioacetazone and virostatic methisazone ).
