The UN Campus (also VN Campus ; long form United Nations Campus ) is the center of the United Nations organizations in Bonn . It was inaugurated on July 11, 2006 and initially only comprised the former high- rise Langer Eugen . In July 2013, the southern part of came Federal Palace at the UN court added. After a further expansion phase, the campus should have a capacity for around 1,000 employees from 2020.

The UN campus is owned by the Federal Real Estate Agency ; Any construction work on the property is supervised by the Federal Office for Building and Regional Planning . The UN organizations use the buildings rent-free, but pay the operating costs. Due to an agreement between the Federal Republic of Germany and the United Nations, the UN campus is subject to special diplomatic and (international) legal provisions. It is therefore sometimes referred to as an “ extra-territorial area ”.

history

Campus phase I

Since 1996 in particular, numerous United Nations (UN) organizations have settled in Bonn. These were previously located in the Carstanjen house and its extension, the Federal Palace and the office building at Kennedyallee 105-107 . In November 2000, the federal government decided to bundle the organizations that focus on the environment and sustainability at one central point. In 2001 it was agreed to make part of the former parliament buildings available to the United Nations as a "UN campus" for permanent use, which was confirmed by a cabinet resolution of May 28, 2003. From April 2006, eleven of the then twelve organizations moved into the former high-rise building, the Langen Eugen. It was completely fenced in and Hermann-Ehlers-Straße was closed to traffic. On July 11, 2006, the new UN campus was inaugurated by Chancellor Angela Merkel and the then UN Secretary General Kofi Annan .

Campus phase II

The climate secretariat is housed with around 265 of a total of 600 employees (as of 2013) in the eight-storey old parliament building above a two-storey bunker, the former parliamentary building , the intermediate wing and the south wing of the Federal Palace. For this purpose, in "Campus Phase II", the partly listed buildings were rebuilt and partly rebuilt from September 2009 to summer 2013 under the direction of the Federal Office for Building and Regional Planning for 92 million euros and a glass-roofed atrium was created in place of the previous inner courtyard. The move was originally Already planned for 2008, but was delayed because the budget committee of the German Bundestag had imposed a budget freeze on the renovation. On October 31, 2012, the symbolic handover of the keys to the climate secretariat took place, the final completion until the official takeover of the building by the UN on July 15, 2013 and the organization moving in in October 2013. At the same time, at the end of Hermann-Ehlers-Strasse on the Rhine side a logistics building, on the corner of the United Nations square the central entrance building. With Campus Phase II, a section of Hermann-Ehlers-Straße was included in the security area of ​​the campus and de-dedicated .

Campus phase III

In "Campus Phase III", a new building on the UN campus facing Stresemannufer is under construction for the Climate Secretariat in the form of a 17-storey new UN high-rise , which means that all of the around 1,000 United Nations employees in Bonn at one location would work. It is the first new building in Bonn specifically planned for UN use. For this project, an architectural competition was launched in November 2012 , which was decided in favor of the Berlin architectural office Stefan Lippert in September 2013. In addition, an art in construction competition was initiated for this construction project in August 2015 ; the decision was made in March 2016. The foundation stone for the new building was laid on October 6, 2016 and the topping-out ceremony on June 3, 2019; completion is planned for 2020. According to a decision at State Secretary level of the Federal Ministries for Finance , Environment, Nature Conservation and Nuclear Safety , Transport, Building and Urban Development and the Foreign Office on May 3, 2011, this expansion should also include the multi-building Alte Wasserwerk on Stresemannufer, previously the conference site of the World Conference Center Bonn (WCCB), to be included in the UN campus. In addition, the structural expansion of the existing logistics building is planned.

Complementary institutions

In 2006 an extensive extension of the WCCB was started on the neighboring property , which up to now has only used the former plenary hall of the Federal Palace in addition to the waterworks and pump house. The project, which has meanwhile been called the United Nations Conference Center , is primarily intended to enable the United Nations to hold international conferences in Bonn. The previous Bonn congress centers were not sufficient for this. The extension of the WCCB was completed in summer 2015. From 2012 to 2013, the Federal Real Estate Agency had a day-care center built in the vicinity of the UN campus (Heussallee 30) for the employees of the United Nations and other international organizations working in Bonn. The underground car park for United Nations employees is at Deutsche Welle headquarters ( Schürmann-Bau ) and is maintained jointly with them.
