The United Nations Support Mission in Libya ( UNSMIL ; German  support mission of the United Nations in Libya ) is a political mission of the United Nations , which is based on the UN resolution 2009 of September 16, 2011.

It reports to the Department of Political Affairs and is headed by a Special Representative of the Secretary-General of the United Nations . From 2011 to 2012 this was the Briton Ian Martin . He was replaced by the Lebanese Tarek Mitri , whose deputy is the Finnish diplomat Georg Charpentier . Its headquarters are in Tripoli , with further offices in Benghazi and Sabha . Their mandate was last extended to 2014 by UN resolution 2095. In January 2013 it had 205 employees. In September 2014 the Spaniard Bernardino León became head of the mission, then the German diplomat Martin Kobler in November 2015 , and the Lebanese Ghassan Salamé in June 2017 . After his resignation for health reasons, the American Stephanie Turco Williams was temporarily entrusted with the management on March 11, 2020 .

tasks

Its task is to assist the Libyan authorities in establishing an administration based on the rule of law and a constitutional state as well as in organizing elections. The rights of women and minorities are to be particularly protected. It is also intended to prevent the illegal proliferation of weapons, particularly ground-based anti-aircraft missiles , to protect the Libyan borders, to assist with mine clearance and to promote the reintegration of combatants into society.

Since January 2015, UNSMIL has been participating in negotiations between the warring parties in Geneva to end the second Libyan civil war .
