Martin Kobler (* 1953 in Stuttgart ) is a former German diplomat . Most recently he was the German ambassador to Pakistan . From 2015 to 2017 he was the UN special envoy to Libya .

Life

After graduating from high school in Waldshut in 1972 and completing military service, he studied law at the University of Bonn, Asian philology and Indonesian constitutional and maritime law at an Indonesian university in Bandung , before joining the foreign service in 1983 .

career

After stints abroad at the embassies in Cairo and New Delhi and a post in the Foreign Office, he was head of the representative office of the Federal Republic of Germany in Jericho from 1994 to 1997 . From 1998 to 2000 he was deputy head and from 2000 to 2003 head of the office of Federal Foreign Minister Joschka Fischer . From August 2003 to August 2006 he succeeded Paul von Maltzahn as Ambassador of the Federal Republic of Germany in Egypt . The simultaneous posting of his wife Brita Wagener (until then Head of Division in the Department for Global Issues, United Nations, Human Rights and Humanitarian Aid at the Federal Foreign Office) as an envoy and thus as her husband's representative to the German Embassy in Egypt was controversial . From August 2006 to September 2007 Kobler was Ambassador of the Federal Republic of Germany to Iraq . From October 2007 to the beginning of 2010, Kobler was head of the Department for Culture and Communication at the Foreign Office. In March 2010 he succeeded Peter W. Galbraith as Deputy Head of the UN Mission in Afghanistan (UNAMA).

As UN Special Envoy for Iraq and Head of the United Nations Support Mission in Iraq, from August 2011 to May 2013 it was Kobler's job to coordinate the various activities of the United Nations sub-organizations. In June 2013 Kobler was appointed head of the UN peacekeeping mission in Eastern Congo . From November 2015 to August 2017, Kobler headed the UN support mission in Libya as the UN special envoy in Libya and successor to the Spaniard Bernardino León . According to information from diplomatic circles, a planned attack on Kobler, which a brother of the Manchester bomber wanted to carry out in Libya in early 2017, was thwarted. From August 2017 to March 2019 Kobler was Ambassador of the Federal Republic of Germany in Pakistan .
