Uriel "Uri" Lubrani (born October 7, 1926 in Haifa ; † March 5, 2018 in Tel Aviv ) was an Israeli diplomat .

Life

Uri Lubrani was born in Haifa in 1926 to Ahron and Rose Lubrani. He attended the Hebrew Reali School and then studied at London University, where he received his Bachelor of Arts . Between 1944 and 1948 he belonged first to the underground organization Hagana and later to the newly established Israeli armed forces , into which the Hagana was transferred. Lubrani then worked in the Israeli Foreign Ministry and also worked for the Prime Minister's Office. Among other things, he headed the Eastern Europe Department in the Israeli Foreign Ministry and was the Prime Minister's Political Secretary from 1952 to 1953. From 1960 to 1963 he acted as an advisor on Arab affairs. From 1963 to 1965, Lubrani headed the Prime Minister's office.

During his further career he was ambassador to Uganda from 1964 to 1967 with simultaneous accreditation to Burundi and Rwanda , from 1967 to 1971 ambassador to Ethiopia , then director of the state-owned Koor Industries Ltd. and finally from 1973 to 1978 head of the diplomatic mission in Iran with the rank of ambassador. From 1979 to 1983 Lubrani worked in the private sector.

During the Israeli occupation of southern Lebanon after the Lebanon War in 1982 , Uri Lubrani was the coordinator of the activities of the Israeli armed forces in Lebanon from 1983. In total, he was advisor on matters relating to Lebanon in the Israeli Ministry of Defense until 2000.

In September 1990 Lubrani was sent back to Ethiopia to clarify why Operation Solomon had stalled. Lubrani was able to fall back on his old contacts and knowledge of the country in order to negotiate with the Ethiopian government. Lubrani's negotiating skills were used again and again over the next few years. In 1991 he was chief negotiator of the Israeli delegation that negotiated an exchange of prisoners with Hezbollah in Geneva . In 1992, Lubrani led the Israeli delegation to the talks held at the Madrid Conference in Washington, DC .
