The seat, but not a member of the administrative community, is the city of Höchstadt an der Aisch.

The member municipalities are politically independent municipalities, which decide on the matters affecting them on their own responsibility and have the implementation of the measures carried out by the administrative association (VG) on the instructions of their respective mayors . The VG is thus an authority shared by the sub-municipalities .

Until December 31, 2007, Wachenroth was also part of the administrative community; the dismissal took place in accordance with the decision of the Bavarian state parliament on November 15, 2007. Since then, Wachenroth has managed himself again in his own town hall.
