Viktor Heller

Viktor Heller (born July 1, 1925 in Vienna , † October 8, 1987 in Linz ) was an Austrian lawyer and judge . Most recently, Heller was President of the Austrian Administrative Court from 1984 and thus one of the three highest court presidents in Austria.

Career

Viktor Heller was born in Vienna and grew up in the Austrian capital. He finally began studying law and political science at the University of Vienna . In 1947, he was just there for the Doctor of Law, in 1966 a doctorate in political science doctorate . In his first doctorate, he began the judicial career that made him initially to several district courts , then to the Labor and Social Court Vienna , the Regional Court for Civil Matters Vienna and finally as Senatsrat to the Higher Regional Court of Vienna led. On October 1, 1969, he was appointed to the court council of the administrative court. In addition, from 1969, after completing his teaching degree, he worked as a teacher for economics, law and citizenship studies at commercial colleges. As a teacher, he also wrote a textbook for commercial schools that was used throughout Germany for teaching law.

On March 30, 1976, Viktor Heller was appointed head of the legal section in the Federal Ministry of Education and Art by the then Minister of Education, Fred Sinowatz , and therefore interrupted his judicial career. As section head in the Ministry of Education, Heller was largely responsible for numerous amendments to the law by the SPÖ's sole government under Chancellor Kreisky in the school sector - for example, for the introduction of student representatives at state and federal level. Viktor Heller was also involved in adult education : in 1978 he was elected President of the Hietzing Adult Education Center , and on June 17, 1984 he took over the chairmanship of the Association of Austrian Adult Education Centers .

In 1983 Viktor Heller returned from his position as a high-ranking official in the Ministry of Education to the VwGH, when he was appointed Vice President. Just one year later, Heller was appointed President of the Administrative Court as the successor to Hubert Raschauer . He continued this job until his unexpected death after a severe stroke in 1987.
