When California became a state in 1850, Tulare County did not yet exist. The area that is now Tulare County was part of the County of Mariposa. In 1852 some pioneers settled in the area called Four Creeks. It was named after the many streams and rivers that flow from the Sierra Nevada Mountains.
The city was founded on November 1st, 1852 by Nathaniel Vise in the Four Creeks area with its extensive oak forests. He named his start-up after his own hometown, Visalia, Kentucky .
There was a gold rush along the Kern River. The intoxication brought along many passing miners. In 1860 the telegraph arrived. The city's residents could get timely information about what was happening on the east coast. During the Civil War there was a small civil war on the main street of Visalia, after which life returned to normal. The federal government banned the southern supporters Equal Rights Expositor newspaper from Visalia and established a military base. Camp Babbitt was built in 1862 to prevent law and order.
