The 1999 National Assembly election for Wales was the first election to the newly established National Assembly in Cardiff and took place on May 6, 1999 . 60 MPs were elected, 40 of them in constituencies with relative majority voting and 20 through party lists in 5 regions. After the Labor Party narrowly missed an absolute majority, Labor initially formed a minority government . The Labor Party's top candidate, Alun Michael , became First Secretary on May 12, 1999, and thus chairman of the regional government. After Alun Michael's resignation in February 2000, the newly elected First Minister Rhodri Morgan formed a coalition government with the Liberal Democrats in October 2000.
