The Dresden 3 constituency was a state electoral district for the Saxon state elections in 1994 and 1999 . It had constituency number 44. The constituency area comprised the Dresden local offices of Altstadt and Neustadt , the latter, however, excluding the Leipziger Vorstadt district .
