Walter Berka

Walter Berka (born March 29, 1948 in Saalfelden ) is an Austrian lawyer and university professor . Berka has been professor of general political theory , administrative theory , and constitutional and administrative law at the University of Salzburg since 1994 . He is particularly well known as the author of one of the standard textbooks on Austrian constitutional law.

Walter Berka was born on March 29, 1948 in Saalfelden in the Austrian state of Salzburg into a merchant family. He attended the College of Education in Salzburg, where he with distinction graduated and began 1967 the study of political science , the Mass Communication and the Law at the University of Salzburg . In 1972 Berka received her doctorate in law (Dr. iur.) There . In the same year he found employment at the Institute for Constitutional and Administrative Law at the University of Salzburg as a university assistant to Professor Hans Ulrich Evers .

Professional background

After several years of professional activity as a university assistant, Walter Berka finally obtained his post- doctoral thesis on “Freedom of the Media and Personal Protection” in 1982 . The freedom of the media and their responsibility in the system of fundamental rights “ the right to teach (Venia legendi) for the subjects of general political science, constitutional and administrative law. He was subsequently employed as a university lecturer at the University of Salzburg.

In 1992, Walter Berka accepted a full professorship for public law at the University of Linz , where he also became director of the Institute for Administrative Law. Two years later, in 1994, he moved back to Salzburg, where he was offered a professorship for general political theory, administrative theory, constitutional and administrative law. From 1998 to 2003, in addition to his work as a university professor, he was also employed in a management position within the university administration, since during this time he was dean of the law faculty at the University of Salzburg.

In 2004 Berka was elected a corresponding member of the Austrian Academy of Sciences , since 2008 he has been a real member of the philosophical-historical class and was chairman of the academy council until 2013. In 2005, he was also appointed a member of the Austrian Science Council , an advisory body to the Ministry of Science, of which he was Deputy Chairman until 2015. In addition, Walter Berka is a member of the Scientific Advisory Board of the Austrian Research Foundation , a full member of the Austrian Legal Commission and substitute judge at the State Court of the Principality of Liechtenstein .
