As a result of a change in the vehicle registration regulation , since July 1, 2012, variable license plates can be issued in Germany. The interchangeable number plate consists of a common part (interchangeable element), which may have to be repositioned before the journey, and a rigid, vehicle-related part for each vehicle according to the pattern "OHZ AB 10" (interchangeable element) + "2" (rigid part) . The registration number of the vehicle registered with the registration office is "OHZ AB 102". The vehicle paired with this could be given, for example, “OHZ AB 105” as a license plate, with “5” attached as a rigid part.

Variable license plates can only be used for EC vehicle class M1 (vehicles for passenger transport with a maximum of eight seats in addition to the driver's seat), class L (motorcycles, four-wheeled light vehicles and four-wheeled vehicles up to 550 kg empty weight) and class O1 (trailers up to 750 kg gross vehicle weight) are awarded if both vehicles belong to one class. In addition, the license plates of the two vehicles used must have the same dimensions. It does not have to be the same type of vehicle, you can also equip a car and an oldtimer or a mobile home with the same variable number plate. Interchangeable license plates for motorcycles can also be used on quads , trikes and light motorcycles . The license plate may not be used on both vehicles at the same time. The federal government is assuming registration costs of around 65 euros if a holder for two vehicles from the existing inventory applies for a license plate. In contrast to the license plates in Austria and Switzerland, the full vehicle tax is due for both vehicles.

According to a study by the Institute for the Automotive Industry (IFA), the automotive trade and the motor vehicle trade would benefit from the new license plate number. A Dekra survey of 1,800 drivers also suggests increased sales in the automotive industry. According to this, 37 percent of those questioned would “very likely” to buy a new vehicle in the course of the introduction of the license plate number. Another 37 percent would “eventually” decide to buy a car. However, the study was carried out before December 16, 2011 based on the original (Austrian) version.

In contrast to the second car insurance, vehicles with a variable license plate cannot be driven in parallel. The interchangeable license plate must always be attached to the vehicle currently in use. The motor vehicle liability insurance with a change number plate does not compete directly with the second car insurance. Rather, it could replace the previously common seasonal license plate . The original idea of ​​the license plate was that changing license plate insurance could also bring financial benefits for motorists. An ADAC vehicle insurance policy stipulated that insurance premiums did not have to be paid for all vehicles with a variable license plate. Contributions would only be due for the vehicle with the highest type class .

According to the General Association of the German Insurance Industry , motor insurers offer company-specific insurance protection for license plates. It is taken into account that the two vehicles are not used at the same time. How much a vehicle is used in Germany is already partly included in other tariff criteria - such as the mileage or the type class.

Since the introduction of the German number plates on July 1, 2012, the response has been relatively subdued. By December 31, 2012, only 2115 license plates had been issued by registration offices. The basic interest is there, but the decision depends on the financial framework, which, however, speak against the new characteristics in the clear majority. Since the full vehicle tax has to be paid for both vehicles and the insurance industry does not grant any significant discounts, press releases predict that the German exchange number will not be accepted by the population under the given conditions.

The magazines Oldtimer-Markt and Oldtimer-Praxis , with reference to this report, expressly welcomed the introduction of the exchange number and pointed out that this was an economic stimulus program for the motor vehicle industry, which was cost-neutral and without the loss of historically valuable material, in contrast to expensive and controversial scrapping bonus .

Red license plates

A form of the license plate that was common before 2012 is the red license plate , which is used as a dealer license plate or for vintage cars . The license plate contains the number combinations "06" (for dealers) or "07" (for oldtimers) and other consecutive numbers that serve to differentiate, in red on a white background, after the distinctive sign (for the licensing authority). B. "EA 0655". The so -called interchangeable collector number with the beginning of the sequence of digits “07” may be used for vehicles over 30 years of age. There is a lack of clarity about the status of vehicles with red license plates abroad, for example at cross-border classic car meetings. As of June 1, 2012, the additional introduction of a license plate group beginning with “05” was decided by introducing a paragraph 3 in § 16 of the Vehicle Registration Ordinance for use by testing organizations.

Austria

In Austria it is possible to register up to three vehicles of the same vehicle class ( motorcycle , motor vehicle [cars and trucks], special vehicles and trailers) for registration under a single vehicle registration number. A separate registration certificate is issued for each of the jointly registered vehicles , in which the comment "exchange number" is attached. Since January 2nd, 2017, the note "change number" is no longer attached; these registration certificates are no longer stapled together.

Another printout of the respective registration certificate with a slightly reduced data record is attached to the vehicle document (type certificate or individual approval) and replaces the previous entry by the registration holder.

If the existing vehicle does not yet have an EU number plate with the blue field and you want to keep the license plate (number), you have to order a corresponding set in good time, otherwise you will be assigned a new number.

The old black license plates are also lost when registering a variable license plate. Likewise, due to the merging of the districts since 2013, the indicators - z. B. FB for the former Feldbach district or RA for Bad Radkersburg - are lost and replaced by the new SO ( Südoststeiermark district ). The registration holder bears the additional costs for the new license plate.

A set (two) of license plates is issued as an interchangeable license plate, but this may only be mounted on one of the approved vehicles at a time. In the case of tractors, however, only one license plate on the rear. The other vehicles without boards may not be parked on public traffic areas. The respective municipal administration can, however, issue an exemption to park such a vehicle in accordance with Section 82 of the StVO .

The road tax and motor vehicle liability insurance is determined by the vehicle falling into the respective most expensive category. Any motorway vignette, however, had to be purchased separately for each vehicle until 2017. With the introduction of the digital vignette in 2018, multiple purchases were no longer necessary.

Vehicles with variable license plates must come from the following vehicle classes and have the same license plate format: When assigning variable license plates, a distinction is therefore made between "single-lane" and "multi-lane" vehicles and trailers, whereby a multi-lane three-wheeled vehicle, e.g. B. a trike or a motorcycle with a sidecar is considered single-track. For this reason it is z. B. possible to run a car, a truck and a tractor under a change number plate. The prerequisite for this is that these vehicles can be registered with the same license plate format.

Switzerland

In Switzerland , license plates can be changed for a maximum of two vehicles of the same category and the same owner located in the same canton . The amounts for tax and insurance depend on the more expensive vehicle. If desired, an additional partially comprehensive premium is due for the cheaper vehicle. The license plates are not specially marked.
