William Dummer was the son of the silversmith Jeremiah Dummer and his wife Anna, nee Atwater. The Dummer family was also involved in trading. Nothing is known about his youth and school education. At the beginning of the 18th century he went to England , where he worked in the family's trading business. There he got his first marriage to a cousin. But she soon died and the marriage remained childless. In 1712 he returned to Massachusetts. In 1714 he married Katherine Dudley, daughter of Colonial Governor Joseph Dudley . The couple settled on the Byfield estate near Newbury that his father had given him.

After the change of the throne in London and the accession of King George I , some colonial offices were filled. In this context, Samuel Shute became colonial governor of the Province of Massachusetts Bay. At the same time, William Dummer was appointed lieutenant governor for Massachusetts. In the years that followed, the colony went through a turbulent period, which was overshadowed by disputes between Governor Shute and the colonial parliament. After his departure for England shortly after Christmas 1722, his deputy William Dummer took over the post of colonial governor, which he officially held between January 2, 1723 and July 19, 1728. During this time, a conflict that had already started under his predecessor escalated in the north of the colony, today's US state of Maine . It was about Indian attacks on English settlers supported by French colonists. In 1727 the colonial government under Governor Dummer managed to make peace with the Indians. Even Dummer was unable to resolve the conflict that broke out under his predecessor Shute between parliament and the government (colonial administration). He too was exposed to attacks from this side. The problem would remain in Massachusetts for years. After the recent change of rulers in London and the accession of George II. Was William Burnet appointed as the new colonial governor including for Massachusetts. With his assumption of office, Dummer's time as acting governor ended. In the new administration, however, he was returned to his previous position as vice governor. After Burnet's death, he had to act as governor again between September 1729 and June 1730. Then he was replaced by William Tailer .

After leaving office, William Dummer retired from politics. He lived on his Byfield estate near Newbury, where he died on October 10, 1761.
