action
Anna Springer is annoyed with her landlord, Michael Lobland, because she has had to do without heating for days and simply no craftsman shows up to repair the damage. That's why she hires private detective Georg Wilsberg to take a closer look at her landlord. In addition, Wilsberg poses to Lobland as an investor "Achim Tewes" who wants to invest in his new luxury apartments, which he is currently planning to build. But also militant activists of the so-called FIM (“Freihafen Initiative Münster”) are mobilizing against the building lions because they want to save the old industrial port, where this luxurious residential and office district is to be built, from demolition. With great media interest, a raid is carried out on the opponents of the project and drugs are found. Mesut Kaharasan is certain that someone has put the drugs on them in order to have legal recourse against them. That same evening an explosive device explodes in a warehouse occupied by him and his colleagues in the old port area.
After the fire is extinguished, the corpse of Lobland's assistant Tom Riese is found in the hall. Oliver Maass, the head of the Customs Operations Command, insists on investigating because the fire could be an act of concealment by the drug dealers, which he would be responsible for apprehending. But when one of the new builders is found dead, it seems logical to Commissioner Springer that Lobland is behind it to avenge the death of his assistant. Anna now asks Wilsberg to withdraw, so as not to be considered biased as Lobland's battered tenant.
Shortly afterwards, Lobland's wife is kidnapped and a ransom of 2 million euros is demanded. Lobland is appalled because allegedly he has invested all of his capital in his construction project and has no cash at all. Nevertheless, he is willing to pay and hires Wilsberg as a money messenger when he finds out that he is in fact a private detective and not an investor. Although the delivery of the ransom is monitored by the police, everything goes wrong. The kidnapper realizes that he is about to be tricked and flees with his hostage. In the case of a second claim, customs investigator Oliver Maaß will hand over the money. Only now do the investigators find out that he is playing the wrong game and working with Helen Lobland, who wants to secure her company share before her husband goes bankrupt because his luxury apartment project threatens to fail. The kidnapping was a plan B after neither the fake drug discovery in the warehouse nor the explosion led to the goal of being able to start building new luxury apartments quickly. Maaß had switched sides and eliminated all those who knew him. Lobland's assistant had to die because he happened to be there when the incendiary device was ignited in the hall.
Helen Lobland shoots Oliver Maaß shortly before she is arrested, but is then arrested by Overbeck's unerring intervention. In her anger, she threatens to burden her husband so that she does not have to go to prison alone. The old industrial port is thus saved from demolition for the time being.

criticism
Tilmann P. Gangloff from tittelbach.tv acknowledged this 50th Wilsberg case: even if the title would sound “unimaginative and more like a synopsis”, “but in the context of the series […] 'Murder and Concrete' is certainly closed the best ten episodes ”. "The unusually action-packed, powerful and also dramatic story [...] is a worthy anniversary event."
The TV Spielfilm editorial team gave the thriller a “thumbs up” and said with praise: “In contrast to many humorous predecessors, the screenplay by the authors Sandra Lüpkes / Jürgen Kehrer [...] is surprisingly serious.” And the critics state: “ 'Wilsberg' fans have to be strong today! "
