Winfried Boecken

Winfried Boecken (* 1955 in Viersen ) is a German legal scholar , judge and university professor .

Life

After graduating from high school in 1973 at the Friedrichs-Gymnasium Herford , Boecken first went to Berlin in 1973/74 for a commercial course at the Lette-Verein . In 1974 Boecken began studying law at the Free University of Berlin , the first state examination in law followed in 1979 and, after his legal clerkship, the second state examination in 1982. He then became a research assistant at the Rheinische Friedrich-Wilhelms-University of Bonn , where he in 1985 with the work Compulsory pension of degenerated merten professions and the federal legislature to Dr. jur. received his doctorate. Thanks to a research grant, Boecken was able to go to the European University Institute in Florence in 1986/87 , where he obtained an LL.M degree with the work The constitutional protection of old-age pension rights in Italy and in the Federal Republic of Germany and their protection under the European Convention on Human Rights . He then returned to Bonn as a research assistant. There he completed his habilitation in 1994 with the thesis of tort law property protection against pure impairment of use .

Boecken followed a call to the chair for civil law , labor law and social security law in 1994 and thus became a university professor at the law faculty of the Martin Luther University Halle-Wittenberg . In 1998 Boecken accepted another appointment and is now the holder of a chair of the same name at the University of Konstanz .

From 1996 to 2004 Boecken was an impartial member of the Federal Arbitration Office for statutory medical care according to Section 89 SGB V, and he is also a member of the Consilium, the scientific advisory board of the German Dental Association . From 1999 to 2005 Boecken was also a judge at the Karlsruhe Higher Regional Court , as a member of the 12th Senate, especially for the area of private insurance law . Since 2000 he has been the managing director of the Konstanzer Seminar on Legal Development and since 2003 the director of studies at the Verwaltungs- und Wirtschafts-Akademie Freiburg e. V. at the branch academy in Constance.

Boecken is currently also the chairman of the joint arbitration board according to § 45 SGB II in the area of ​​the Konstanz Employment Agency and a member of the scientific commission of the Federal Anti-Discrimination Agency .

Research priorities

Boecken deals with the general part of civil law and legal obligations, in particular with liability law . In addition, Boecken has extensive areas of expertise in labor and social law .
