The Wolfsburg AG is a German company , based in Wolfsburg , which was launched in 1999 to the appeal to strengthen the city. The company is active in the fields of education, health, energy, leisure and mobility as well as in business development.

Wolfsburg AG implements the "AutoVision" concept that Volkswagen gave the city as a gift on the occasion of its 60th birthday in 1998. It is a stock corporation in which the city of Wolfsburg and the Volkswagen Group each hold half. Wolfsburg AG is a public-private partnership in the field of employment and structural support. In the 1990s the city of Wolfsburg seriously lost its attractiveness. The reason was the regional economic structure : In 1997, around 85 percent of all employees were in the Volkswagen group. Compared to the national average, over 50 percent fewer people worked in the service sector. In addition, other locations in the German automotive industry had a significantly higher density of suppliers. Every year the city of Wolfsburg lost around 200 to 300 million euros in purchasing power . The city's tax revenue fell by almost a third between 1991 and 1994 in the wake of the VW crisis. In retrospect, observers compared the situation with the development of Detroit after the critical decline of the automotive industry. In the 1990s, the city of Wolfsburg and Volkswagen decided to tackle the structural problems together.

It was in this situation that the “AutoVision” concept was written. Volkswagen described it as a strategy for “building an automobile cluster”. The concept was created with the support of the management consultancy McKinsey & Company and included ideas to strengthen Wolfsburg's quality of life and competitiveness . One of the most important was the establishment of an “adventure world” that extends across the entire city. Measures in the field of economic development should ensure that the Wolfsburg region's dependence on the automotive industry is reduced, new jobs are created, especially in the service sector, and thus unemployment is reduced. In 1999 the city of Wolfsburg and Volkswagen founded “Wolfsburg AG” to implement the AutoVision concept.

The company was created after the “GIZ Gründungs- und Innovationszentrum GmbH” was converted into a stock corporation . The city of Wolfsburg and Volkswagen each have a 50 percent stake in it. Wolfsburg AG's business operations initially comprised four areas of responsibility: the innovation campus, supplier park, adventure world and personnel service agency . While the innovation campus promoted the establishment of new companies, additional suppliers from the automotive-related industry were also established. The aim of the adventure world was to create high-quality leisure activities in the city of Wolfsburg in order to increase its appeal and at the same time to strengthen the service sector. The tasks of the personnel service agency included in particular personnel placement (also as temporary work ) and the qualification of employees.

Corporate structure

The purpose of the company is to “promote the economic structure and employment development, primarily at the Wolfsburg location and in the region, to create jobs and improve the quality of life”. The share capital of Wolfsburg AG in 1999 was five million German marks , of which the city of Wolfsburg and the Volkswagen Group each took over half. To date it has been increased to a total of 10.1 million euros. The share capital is divided into 10.1 million ordinary shares, which are no-par value registered shares . They are not traded on the stock exchange and can only be transferred with the consent of the general meeting .

Wolfsburg AG is represented by two board members or one board member and one authorized signatory. The number of board members is determined by the board of directors. The committee currently includes Frank Fabian in the position of spokesman, Manfred Günterberg, Thomas Krause and Oliver Syring. The Supervisory Board consists of a total of 18 people, half of whom are proposed by the city of Wolfsburg and half by Volkswagen. The shareholders can also appoint representatives of the employees and trade unions. The Chairman of the Supervisory Board is Gunnar Kilian , who has been a member of the Board of Management of Volkswagen AG for the Human Resources and Organization division since April 2018. His deputies are Klaus Mohrs, Lord Mayor of Wolfsburg, and Hartwig Erb, the first authorized representative of IG Metall Wolfsburg . Holdings

In the 2017 financial year, Wolfsburg AG held a majority stake in the following companies: "AutoVision Zeitarbeit GmbH & Co. OHG" (60%), "Gewerbeakademie Wolfsburg GmbH" (90%), "Neue Schule Wolfsburg gGmbH" (100%) and " Wolfsburger Energieagentur GmbH "(50%). The Neue Schule Wolfsburg, a private all-day school with a focus on talent development and internationality, is also a subsidiary of Wolfsburg AG. From 2012 to 2015, the establishment of an infrastructure for charging electric vehicles was dealt with as part of the Lower Saxony electromobility showcase.
