Xhafer Spahiu

Xhafer Spahiu (* 1923 in Đakovica , Kingdom of Yugoslavia , † May 19, 1999 in Tirana , Albania ) was a former politician of the Labor Party of Albania .

Life

Spahiu was initially active in the civil service and, among other things, from 1957 to 1959 director of the State Geological Service ( Shërbimi Gjeologjik Shqiptar ). As a candidate for the Central Committee (ZK) of the PPSh in April 1957, he belonged to a delegation on a state visit to the Soviet Union , along with Enver Hoxha , Mehmet Shehu , Gogo Nushi , Rita Marko , Ramiz Alia , Spiro Koleka and Behar Shtylla dealt with Albanian-Soviet relations.

In 1958 he became a member of the People's Assembly ( Kuvendi Popullor ) for the first time and was a member of it as a representative of the Durrës district from the fourth to the end of the eleventh electoral term in 1991. At the 4th party congress in February 1961, Spahiu was elected a member of the Central Committee. He was also Vice Minister and Minister for Industry for some time.

At the 5th party congress of the PPSh he was elected secretary of the Central Committee in November 1966 and held this office until he left in November 1970. At the same time he was temporarily a member of the Presidium of the People's Assembly and thus of the collective body of the State Presidium. As such, he was one of the members of the Albanian government delegation at the celebrations for the 20th anniversary of the founding of the People's Republic of China . Other members of the delegation were Haki Toska , head of the party and government delegation of Albania, member of the Politburo of the Central Committee of the Party of Labor of Albania and Deputy Chairman of the Council of Ministers of the People's Republic of Albania, and Xhorxhi Robo, candidate for the Central Committee of the PPSh and ambassador to the People's Republic of China , Petro Olldashi, candidate for the Central Committee of the PPSh, party secretary in the Berat district and hero of socialist work , Xhemal Shehu, officer in the People's Army and Lumturi Duro, head of the agricultural cooperative "Enver Hoxha" in Zharëz in the Fier district .

Subsequently, he was on 23 November 1970 Deputy Chairman of the Council of Ministers in the government of Prime Minister Mehmet Shehu and remained in this position until 13 November 1976. He replaced his previous post as Central Committee secretary with Haki Toska, which for agriculture responsible Vice Prime Minister. As Vice-Prime Minister, Spahiu then focused on industrial issues .

At the following 6th party congress in November 1971 he was elected as a candidate for the Politburo. He also held this position until November 1976. This was followed on November 13, 1976 by his appointment as Minister of Industry and Mining in the seventh Shehu government, of which he was a member until April 26, 1980.

In April 1985 he was among the participants in the state funeral for the late PPSh First Secretary Enver Hoxha.

Most recently he was Deputy Chairman of the Presidium of the People's Assembly and thus one of the Vice Presidents and representatives of Ramiz Alia alongside Rita Marko and Emine Guri .
