Sir Basil Rutherford, the governor of the Bermuda island of Hamilton, oppresses the residents, abuses their property and stifles the slightest attempt at rebellion with the gallows. Only Zorro, who leads an unrecognized bourgeois existence as a quiet landowner, fights against the reign of terror of the power politician. After another man has been hanged, Zorro travels to England and reveals the goings-on of Rutherford to Queen Victoria. Lord Percy Moore offers to accompany Zorro back to Hamilton - however, he is not only royal advisor and guardian of his niece Patricia, but also wastes his property on games and women. Indeed, Moore has less in mind to help Zorro than to use his (unknown to the Queen) close friendship with Rutherford to his advantage. His nephew Patrick is also among the company.

Upon his arrival, he promises Rutherford the hand of Patricia in return for his favor. Since nothing has changed in the situation on Hamilton, Zorro, who has fallen in love with Patricia, resumes his fight; now also against Moore and his people. He drives Patricia's wedding forward, but Zorro can prevent it in time, while the governor is killed by his disappointed lover. Then General Kingston arrives, whom the Queen has sent to look into the situation. Zorro is ennobled and can now marry Patricia.
